About the Role
The Strategic Planning and Research Group (SPRG) is dedicated to preparing the Housing & Development Board (HDB) for future challenges amid a rapidly evolving operating environment and increasingly complex issues. SPRG is responsible for conducting horizon-scanning and foresight exercises to identify long-term issues impacting the public housing sector and leads development of coordinated strategies to address them.
Key Responsibilities
- Analyze emerging gaps in Singapore's housing landscape and formulate responsive policy initiatives.
- Conduct comprehensive research and literature reviews focused on critical issues such as the nation’s ageing population.
- Design broad-based policies to tackle identified priority issues and support pilot initiatives for testing.
- Engage in collaboration with various HDB divisions, government agencies, and external partners to evaluate existing policies and develop new initiatives.
- Prepare discussion documents, thinkpieces, and policy briefs for senior leadership consideration.
Candidate Profile
- Possesses 2 to 3 years of experience in policy-related roles with strong interest in forward-looking urban development and public housing matters.
- Exhibits strategic thinking and critical analysis skills, capable of synthesizing diverse data across planning, policy, and societal areas into practical recommendations.
- Comfortable managing complex and ambiguous challenges, and skilled at structuring open-ended problems into actionable solutions.
- Innovative thinker who can propose alternative approaches beyond traditional frameworks.
- Excellent written and verbal communication skills with proven ability to work collaboratively and coordinate across various stakeholders and organizational levels.
- Capable of translating data-driven insights into policy directives; experience with data analytics is a plus.
Contract Details
Applicants selected will initially receive a 1-year contract, with a possibility of renewal for another year.
