About the Role
The States of Guernsey is inviting applications for an experienced Project Manager to join the Change team at Skipton International. This full-time onsite position supports transformative and impactful projects, reporting to the Senior Manager of Change. The role involves leading multiple project streams alongside managing a project team.
Key Responsibilities
- Lead comprehensive change programs aligned with strategic goals across pillars such as Risk, Regulatory, Optimisation & Growth, or Finance, as well as horizontal functions like Technology (CRM/Core Banking), Customer Journeys, Change Prioritisation, Artificial Intelligence, and Quality Assurance.
- Apply Agile, release train, and waterfall methodologies appropriately within a hybrid project delivery environment.
- Ensure rigorous governance through management of risks, assumptions, issues, dependencies (RAID), thorough reporting, and readiness for audits.
- Serve as the main liaison for stakeholders, subject matter experts, and technology partners, delivering clear communication and senior leadership updates.
- Organise and facilitate workshops, sprint events, and encourage cross-team collaboration.
- Oversee dependencies and maintain alignment across diverse initiatives and teams.
- Lead initiatives in specified horizontal capabilities including CRM improvements, Core Banking enhancements, AI-enabled process automation, customer journey transformations, portfolio management, and Quality Assurance enhancements.
- Ensure all projects comply with regulatory requirements and operational resilience standards, embedding necessary controls and assurances.
- Manage project finances, including budgets, forecasting, resource allocation, performance tracking, and benefits realization.
- Supervise third-party vendors to deliver agreed scope, quality, and timelines.
Candidate Requirements
- Demonstrated experience delivering change within the financial services sector, preferably within banking or lending contexts.
- Proficient in managing projects using Agile, release trains, and waterfall techniques.
- Experience within at least one primary delivery domain: Risk, Regulatory, Optimisation & Growth, or Finance.
- Familiarity with at least one horizontal delivery capability such as CRM, Core Banking, Customer Journeys, AI, QA, or portfolio planning.
- Strong stakeholder management capabilities with excellent communication skills, including senior management reporting.
- Sound understanding of governance, risk management, internal controls, and regulatory compliance.
- Ability to handle multiple projects simultaneously in dynamic and fast-paced settings.
Desirable Qualifications and Experience
- Relevant industry certifications such as PRINCE2, AgilePM, Scrum Master, or SAFe.
- Experience within offshore banking or the regulatory frameworks of the UK/Channel Islands.
- Background in digital transformation, automation, or data-driven change management.
- Experience collaborating with technology partners and external vendors.
