Job description

Role overview

Higgins is seeking a Renewals Manager for the Waikato District Council northern road maintenance and renewals contract, working out of the Te Kauwhata depot. The contract spans North Waikato from Huntly to Pōkeno and involves the upkeep of about 1,200 km of sealed and unsealed roads in rural and coastal settings.

You will take charge of planning and delivering the yearly renewals programme across an active transport network. In partnership with contract leaders and delivery teams, you will balance safety, quality, cost and customer results while managing programme risk and performance. This position will suit someone who likes both accountability and involvement across planning and execution.

Key responsibilities

  • Steer the planning and execution of annual and future renewals work programmes.
  • Apply asset information, condition analysis and systems such as RAMM/AWM to confirm treatment choices and improve delivery efficiency.
  • Direct pavement rehabilitation, resurfacing and broader asset renewal activities, including drainage, structures and ancillary assets.
  • Coordinate internal teams and external contractors, including work sequencing and resource allocation.
  • Track programme status, expenditure, risks and overall performance.
  • Handle variations, claims and changes to the programme.
  • Ensure quality assurance and quality control are maintained throughout delivery.
  • Prepare clear reporting and escalate risks when needed.
  • Develop and maintain effective working relationships with clients, consultants and other stakeholders.

Candidate profile

To be successful, you should hold a tertiary qualification in civil engineering, construction or a similar discipline. Prior experience with renewals programmes, civil construction or roading projects is important.

You will need a solid grasp of asset lifecycle management, planning, cost control and risk management, along with familiarity with NZTA specifications, standards and roading practices. Experience in forward works programming, scheduling and optimisation is also required. Strong Excel capability and confidence with asset or digital delivery systems will be valuable, as will an understanding of traffic management and site safety. You should also be comfortable managing budgets, forecasts and programme financials.
