Role Overview

We are seeking a Procurement Manager to oversee comprehensive procurement operations for large EPCM projects in Saudi Arabia, particularly within mining and infrastructure sectors. This position entails managing all procurement stages from front-end loading (FEL) through project execution and closeout, focusing on scope, budget adherence, scheduling, and local content compliance. The role requires flexibility to operate at locations including Al Khobar and Jubail.

Key Responsibilities

• Develop and lead procurement strategies, planning, and implementation for EPCM projects.
• Manage sourcing efforts for engineering, construction services, equipment, and materials.
• Oversee contract handling, purchasing activities, expediting, logistics, and materials control.
• Ensure all processes comply with project governance and Saudi Arabian regulations.
• Collaborate effectively with Ma’aden and other critical stakeholders to guarantee timely procurement delivery.
• Track procurement performance, identify potential risks, and apply mitigation strategies.
• Support contract management, progress reporting, and project closeout procedures.
• Lead and mentor procurement teams both at the office and project sites.

Qualifications and Experience

• Applicant must be a Saudi national as per Saudization policies.
• Minimum of 8 years’ relevant experience, with demonstrated EPCM involvement in major capital projects, ideally within mining.
• Strong knowledge of procurement lifecycle, strategies, and systems.
• Familiarity with Saudi market standards and local content regulations is advantageous.
• Proven leadership capabilities and expertise in stakeholder management.
• Bachelor's degree in engineering or business administration.

Work Location and Hours

Primary office locations include Khobar and Jubail (Chamber of Commerce Building, Al-Shati, Fanateer).

Working days are Sunday through Thursday, from 8:00 AM to 5:00 PM.
