Job Overview
The Program and Capture Manager role is focused on managing a varied portfolio of projects within the Department of Veterans Health Affairs (VHA) spectrum, ranging from significant implementations to smaller scale initiatives and accelerating business development efforts. Expertise in VHA development and execution of programs is essential, along with the ability to identify performance challenges and innovate solutions.
Key Responsibilities
- Oversee a multifaceted suite of projects, ensuring each aligns with organizational objectives.
- Manage delivery teams to guarantee production of high-quality deliverables within set timelines and budgets.
- Develop and maintain relationships with VHA stakeholders to influence procurement requirements.
- Lead capture planning processes involving client challenge identification, competitor assessment, strategy formulation, and crafting compelling win themes.
- Supervise proposal submission efforts to ensure compliance and persuasive content.
- Monitor legislative and policy changes, translating the latest VA priorities and congressional activities into proactive capture strategies.
Minimum Qualifications
- Master’s degree.
- PMP (Project Management Professional) certification.
- At least 10 years of program management experience.
- Demonstrated ability to manage project costs, schedules, and performance.
- Strong analytical, problem-solving, and decision-making capabilities.
- Excellent communication and interpersonal skills.
Preferred Qualifications
- Relevant experience with the Department of Veterans Affairs or federal healthcare agencies.
Eligibility Requirements
- Legal authorization to work in the United States without requiring employer sponsorship now or in the future.
- Ability to obtain and maintain federal public trust clearance necessary for the role.
Compensation and Benefits
- Salary range: $150,000 to $195,000 annually, determined by factors such as location, experience, knowledge, and organizational budgets.
