About the Role

BluMetric is seeking a Project Manager with experience in water and wastewater treatment operations projects to join its Project Management Office (PMO) in Yellowknife, Northwest Territories. This mid-level position entails overseeing projects of moderate complexity across multiple disciplines, ensuring delivery within schedule, budget, and specifications. The role involves adherence to BluMetric’s project management framework including initiation, planning, execution, monitoring, controlling, and closure of assigned projects.

The successful candidate will possess strong communication and time management capabilities, the foresight to anticipate challenges and manage changes, and prior experience in remote Indigenous community projects. The position requires up to three days per week onsite presence in Yellowknife, with periods of full onsite involvement and remote site work. Managing direct reports may also be part of this role.

Primary Responsibilities

  • Own responsibility for assigned projects, maintaining up-to-date status, and proactively managing risks considering northern-specific constraints such as seasonal impacts, logistics, and remote accessibility.
  • Oversee projects through full lifecycles with specific attention to challenges in remote and northern environments.
  • Contribute to project proposal efforts by collaborating with technical teams to align proposals with market objectives and northern operational realities.
  • Assist in developing Project Charters to define objectives, risks (seasonal and logistical), assumptions, staffing, roles, work breakdown structures, milestones, and deliverables.
  • Lead contract management activities, including drafting, reviewing, and negotiating contracts within complex multi-stakeholder frameworks involving federal, territorial, Indigenous, and private partners.
  • Manage relationships with stakeholders across multi-party collaborations such as CIRNAC, PSPC, and internal BluMetric teams.
  • Handle all project lifecycle activities including resource allocation, scheduling, documentation, and budget management, factoring in limited local resources and supply chain challenges.
  • Plan detailed project timelines, milestones, and deliverables with emphasis on seasonal access restrictions like winter roads and limited construction periods.
  • Form project teams and coordinate remote and fly-in staff to ensure delivery meets specifications.
  • Establish tracking mechanisms for project progress and implement communication plans to report status to stakeholders.
  • Adhere to standardized project management methodologies, adapting them suitably for northern operating conditions.
  • Monitor and control project costs to ensure budget adherence, accounting for variable expenses related to remote logistics and procurement.
  • Resolve conflicts within project teams and develop contingency plans to mitigate risks linked to remote work and seasonal effects.
  • Manage dependencies related to logistics, access, and regulatory processes.
  • Participate in Health and Safety meetings considering the site's remote and environmental conditions.

Qualifications and Skills

  • At least two years of experience managing projects related to water and/or wastewater treatment operations.
  • Pursuit or attainment of Project Management Professional (PMP) certification or an equivalent credential is advantageous.
  • Demonstrated capability in managing multiple sites or large-scale operations.
  • Strong financial skills including budgeting, forecasting, and profit and loss oversight.
  • Advanced skills in Microsoft Excel and project tracking software.
  • Exceptional communication and stakeholder relationship management skills.
  • Security clearance eligibility is a plus.
  • Compliance with Canadian Controlled Goods Program (CGP) regulations considered beneficial.
  • A valid driver's license and access to a vehicle are mandatory.
