About the Company
NEOM Green Hydrogen Company is a joint initiative by Air Products, ACWA Power, and NEOM to establish a pioneering $8.4 billion green hydrogen-based ammonia production site in NEOM, Saudi Arabia. This facility integrates solar, wind, and energy storage solutions to produce green ammonia for export, with operations expected to start in 2026.
Position Overview
As a Compliance Specialist within NGHC Operations located in NEOM, Saudi Arabia, you will ensure all facilities, projects, engineering designs, technical safety installations, and operational activities comply with regulatory standards, approved technical norms, company procedures, and internationally recognized best practices.
Key Responsibilities
- Perform technical compliance assessments and track regulatory adherence.
- Review engineering designs, technical documentation, procedures, and related reports for conformity.
- Confirm compliance with company and regulatory standards throughout design, construction, commissioning, handover, and operational stages.
- Support project approval processes and regulatory milestones.
- Contribute to ongoing enhancements of technical compliance methodologies.
- Verify implementation of technical safety requirements covering fire and gas detection, fire protection, emergency shutdowns, safety instrumented systems, hazard classification, and emergency communications.
- Engage in process safety analyses such as HAZOP, HAZID, FERA, QRA, SIL assessments, Bow-Tie analysis, fire risk evaluations, hazard classification, and emergency response planning.
- Ensure closure and validation of recommendations from safety and process studies and review management of change documentation.
- Plan and execute internal compliance audits, conduct site inspections to identify and document non-compliance or unsafe conditions.
- Generate audit reports detailing findings, risk prioritization, and corrective action plans, and monitor effectiveness of these actions.
- Prepare comprehensive compliance documentation for project approvals, commissioning readiness, handover, and operation acceptance.
- Maintain detailed compliance records, audit logs, inspection reports, and regulatory submissions while tracking performance metrics through reports and dashboards.
- Collaborate with internal teams, contractors, consultants, and regulatory bodies to provide compliance guidance and escalate significant risks.
- Participate actively in technical reviews, audits, commissioning meetings, and regulatory discussions to facilitate compliance assurance.
Qualifications
- Bachelor's degree in Chemical, Safety, Mechanical, Industrial Engineering, or related field.
- Preferred certifications include NEBOSH, OSHA, IOSH, or equivalent safety qualifications.
- Minimum of 7 years professional experience in a comparable compliance or safety assurance position.
Essential Skills
- Expertise in technical safety and regulatory compliance assurance.
- Proficiency in engineering design and technical document evaluation.
- Knowledge of industrial and process safety standards and practices.
- Competence in hazard identification and risk assessments.
- Experience in audit planning, execution, and compliance verification.
- Strong corrective action management and regulatory tracking abilities.
- Understanding of fire protection and fire & gas detection systems; emergency shutdown and safety instrumented systems.
- Familiarity with safety analysis methods: HAZOP, HAZID, FERA, QRA, SIL, Bow-Tie, and fire risk assessments.
- Competence in Management of Change review and compliance documentation management.
- Excellent technical writing, communication, coordination, attention to detail, and follow-up skills.
- Ability to work collaboratively with multi-disciplinary teams and external contractors.
