Capex Project Manager

Role Overview

We are seeking a skilled Capex Project Manager to oversee the execution of capital, engineering, infrastructure, and environmental health and safety (EHS) initiatives at a biopharmaceutical manufacturing facility in Blanchardstown. This role involves ensuring projects are delivered safely, on time, within scope, and aligned with budget constraints, with a particular focus on cost tracking, forecasting, managing schedules, assessing risks, and maintaining effective communication with stakeholders. The projects encompass facilities upgrades, utility system enhancements, sustainability efforts, and manufacturing support.

Primary Responsibilities

• Define project scope, goals, deliverables, and success criteria with internal partners.
• Create essential documentation such as Project Charters, User Requirement Specifications (URS), risk assessments, and Work Breakdown Structures (WBS).
• Manage changes to project scope through formal Change Control procedures adhering to QA, EHS, and Engineering policies.
• Ensure consistency of project scope with site strategies including energy efficiency, sustainability, EHS compliance, and CAPEX planning.
• Develop detailed project schedules highlighting milestones, dependencies, and critical pathways.
• Oversee project phases from concept through design, procurement, installation, commissioning, validation, and final handover.
• Collaborate closely with cross-functional teams including Maintenance, EHS, Facilities Management, Manufacturing, QA, and IT/OT.
• Monitor schedule compliance and implement corrective measures to prevent delays.
• Report schedule progress monthly to departmental and governance stakeholders.
• Prepare and manage CAPEX and OPEX budgets with precise early-stage cost estimations.
• Oversee expenditures, purchase orders, contractor costs, and cash flow management.
• Maintain monthly financial forecasts including accruals, committed expenses, grant funding (e.g., SEAI), and year-end budget projections.
• Identify cost-saving opportunities aligned with site efficiency goals and communicate financial performance in Engineering and EHS reviews.
• Take charge of forecasting for all active projects, ensuring transparency throughout their duration.
• Analyze deviations in budget, schedule, and resources, implementing corrective action as needed.
• Produce monthly project dashboards and contribute to corporate reporting.
• Track key performance indicators such as CAPEX utilization, efficiency metrics, CO₂ reductions, energy use, and EHS compliance.
• Lead project risk assessments to identify and address potential issues effectively.
• Ensure all project activities comply with GMP standards, EHS regulations, and company engineering policies.
• Prepare necessary documentation for inspections, audits, and grant applications.
• Manage contractor safety protocols and site permitting in cooperation with EHS.
• Coordinate with internal and external stakeholders including engineering experts, EHS teams, operations, procurement, consultants, vendors, and contractors.
• Facilitate project meetings, document minutes, and track resolution of action items.
• Provide high-quality communication and maintain stakeholder alignment throughout project lifecycles.
• Supervise design, installation, commissioning, validation, and handover of equipment and systems.
• Support operational readiness, update Standard Operating Procedures (SOPs), deliver training, and facilitate maintenance handover.
• Lead project closeout activities such as Management System Change Requests (MSCRs), Service Level Agreements (SLAs), Change Control documentation, comprehensive project packs, and lessons learned capture.

Qualifications and Experience

• Bachelor's degree in Engineering, Construction Management, Project Management, or a related discipline.
• Minimum of five years managing engineering or CAPEX projects in regulated industries such as biopharma, pharmaceuticals, medical devices, or biotechnology.
• Proven capability in managing project scope, schedules, and costs with full lifecycle ownership.
• Extensive experience in financial forecasting, cost management, and CAPEX governance.
• Familiarity with GMP environments, EHS regulations, and change control systems.
• Established experience in managing contractors, service providers, and multidisciplinary teams.
• Proficiency in Microsoft Project or similar scheduling and project management tools.

Preferred Qualifications

• Experience delivering sustainability-oriented projects such as energy efficiency, heat pump installations, or ISO 50001 initiatives.
• Knowledge of utility systems including Building Management Systems (BMS), HVAC, boilers, and water systems.
• Familiarity with procurement and tendering processes.
• Project Management certifications such as PMP, Prince2, IPMA, or equivalent.
• Previous experience working in campus or manufacturing environments with multiple simultaneous projects.
