Role Overview

The State Officer (Digital Transformation) will report to the State Program Head and be based at Odisha or Jharkhand locations. This fixed-term contract role involves leading efforts to plan, implement, coordinate, and monitor digital health system strengthening initiatives at the state level. The selected candidate will help government bodies and other stakeholders design, integrate, and scale digital public health solutions aimed at enhancing healthcare service delivery, health data governance, and program outcomes.

Key Responsibilities

  • Identify gaps and opportunities for digital transformation within the public health system and support state government initiatives to address these.
  • Lead the deployment and integration of digital public health tools aligned with both state priorities and national frameworks such as ABDM and eGovernance.
  • Ensure all digital initiatives comply with statutory guidelines and facilitate interoperability across health platforms to create a unified digital ecosystem.
  • Manage coordination with technology teams for development, testing, deployment, and troubleshooting of digital platforms and tools.
  • Implement ETL processes and support cloud-based data management to integrate data from diverse sources.
  • Drive capacity building by organizing trainings, creating user manuals, SOPs, and providing ongoing support to government officials, healthcare staff, and community participants.
  • Use digital monitoring systems to identify systemic issues and innovate solutions for program improvement.

Qualifications and Experience

  • A full-time graduation degree from a recognized institute.
  • Knowledge in Health Informatics, Information Systems, Data Science, and Public Policy.
  • Preferred experience in digital health transformation, e-Governance, or health technology projects.
  • Experience collaborating with government departments, NGOs, public health bodies, or development agencies is advantageous.
  • Familiarity with ABDM-compliant systems or public digital health frameworks is highly desirable.
  • 3 to 15 years of relevant work experience.

Required Skill Sets

  • Technical proficiency in Microsoft technologies.
  • Understanding of ABDM, eGovernance, or similar public health IT infrastructures.
  • Hands-on involvement with large-scale digital health or eGovernance programs.
  • Experience in public health technology implementation.
  • Knowledge of cloud platforms (AWS, Azure, GCP), APIs, systems integration, CRM/database management, ETL processes, and data pipeline development.
  • Familiarity with digital collaboration platforms.
