Role Overview

This is a fixed-term contract position based in Jamshedpur, Jharkhand. The Manager - Finance & Accounts will lead the full financial management cycle, ensure compliance with accounting standards, statutory rules, and organizational policies, and provide financial leadership to support sound decision-making and sustainable development outcomes.

Key Responsibilities

  • Manage full-spectrum compliance with all relevant statutory and regulatory obligations, including direct and indirect taxes, GST, the Companies Act, and FCRA.
  • Put in place strong financial controls and governance processes that align with regulatory, donor, and internal policy requirements.
  • Coordinate internal, programme, and statutory audits end to end, ensure records are submitted on time, and close audit observations through corrective action and stronger controls.
  • Oversee accounts payable operations, from invoice processing to vendor payments, while following DoP, donor conditions, and all applicable rules within set timelines.
  • Maintain the accuracy of financial records by reviewing GL accounts regularly and ensuring timely book closure.
  • Improve finance operations through process redesign and automation initiatives.
  • Lead budgeting and financial planning, including preparation of annual business plans with programme teams, tracking utilisation, and ensuring funds are used in line with priorities.
  • Carry out financial viability assessments, cost-benefit studies, and scenario-based analysis to guide strategic choices.
  • Prepare and present MIS, dashboards, and analytical reports for senior leadership to support informed decisions.
  • Develop clear financial reports, presentations, and policy briefs for internal teams, donors, and government bodies.
  • Manage treasury-related work, including BRS preparation and review, follow-up on outstanding items, and maintaining healthy cash flow for programme delivery.
  • Build and sustain working relationships with government departments, ministries, donor organisations, and financial institutions for grants, subsidies, and compliance coordination.
  • Support donor reporting and ensure all utilisation and reporting norms are met.
  • Lead capability-building efforts to improve financial understanding across programme and operations teams and promote accountability and continuous improvement.
  • Track developments in taxation, finance regulations, and public finance policy, and ensure timely adoption across the organisation.

Experience and Qualification

The role requires 3 to 8 years of relevant experience in finance, the development sector, or a PSU environment. Experience in budgeting, fiscal analysis, or public-sector projects is preferred. Candidates must be qualified CA or CMA.

Skills and Competencies

Strong working knowledge of Excel, PowerPoint, financial systems, and SAP is important. The position also calls for solid understanding of statutory finance requirements, accounting standards, procurement norms, budgeting, fiscal policy, financial analysis, data interpretation, reporting, communication, stakeholder management, and business understanding. Behavioural strengths such as coaching and mentoring, collaboration, leadership, business acumen, execution focus, and insight generation are valuable.
