Job description

Role Overview

If you are driven to make a significant difference within the charity sector, this position places you at the heart of ensuring charities and Institutions of a Public Character (IPCs) uphold high standards of integrity, transparency, and accountability.

Key Responsibilities

  • Investigate suspected instances of non-compliance or misconduct by charities and fundraisers as stipulated under the Charities Act 1994 and related Regulations.
  • Conduct interviews with relevant individuals to gather statements supporting offence investigations.
  • Collect, scrutinize, and assess evidence; produce detailed reports on findings and suggest suitable enforcement measures aligned with current enforcement frameworks.
  • Manage enforcement actions including issuing warnings, proposing composition offers, and facilitating prosecution processes when necessary.
  • Collaborate with internal and external stakeholders on matters related to investigation and enforcement.
  • Support policy formulation, regulatory updates, training initiatives, and administrative activities impacting enforcement, including creating and reviewing enforcement-related frameworks and standard operating procedures.
  • Handle registration and ongoing compliance monitoring for charities and IPCs, reviewing applications and resolving regulatory/operational challenges.

Desired Skills and Competencies

  • Expertise in Regulatory Operations Management and Delivery, ensuring Charities Act compliances through appropriate enforcement protocols.
  • Capability to monitor compliance trends and provide timely updates to management.
  • Proficient in investigative methodologies and evidence management consistent with legislative and organizational standards.
  • Skillful in preparing complete investigation documentation and coordinating case handovers as needed.
  • Strong command of Agency and Public Service Acts, regulatory frameworks, SOPs, and related processes.
  • Professional and proactive in managing case feedback, maintaining up-to-date case statuses, and adhering to guidelines for enforcement penalty approvals.
  • Well-versed in governance principles and internal controls; adept with advanced data investigation techniques such as analytics.
  • Ability to identify non-compliance in internal controls and advise stakeholders on risk mitigation strategies.
  • Excellent analytical skills to assess problems thoroughly and suggest optimal solutions.
  • Communication skills—both written and verbal—and ability to cultivate collaborative relationships with diverse stakeholders.
  • Self-driven with meticulous attention to detail, initiative, and teamwork orientation.
  • Knowledge of Accountancy or Business Administration, including basic legal and accounting principles, is advantageous.
