About the Role

This role is suited to an experienced, adaptable, and self-driven HR professional who will join the HR Specialist team.

What You Will Do

The appointed candidate will work across a wide range of HR activities, with the main focus on performance and talent management.

  • Oversee the full performance management cycle, including appraisals, ranking, promotion, and re-designation exercises.
  • Assess and improve performance management policies and procedures so they continue to support a high-performing workforce.
  • Coordinate rewards and recognition activities, including bonus payouts, salary increments, and National Day Awards.
  • Manage talent management work across identification, engagement, development, and deployment of talent.
  • Handle PSLP nomination and posting exercises, as well as nominations for talent development milestone programmes.
  • Work with senior leadership to strengthen succession planning, posting plans, and development roadmaps for talent, and support talent review discussions across Ministry family platforms.
  • Review and refresh talent development frameworks and processes to ensure they stay relevant, effective, and aligned to ministry priorities and organisational needs.
  • Lead or initiate HR projects that encourage innovation and continuous improvement within the HR function.
  • Maintain strong governance, operational compliance, and data accuracy.

Requirements

  • At least 5 years of experience in performance and talent management within the Public Service.
  • Sound knowledge of HR policies, processes, and legislation, with the ability to balance employee needs, organisational priorities, and good industry practices.
  • Ability to design and implement performance management approaches that support the organisation’s culture, goals, and vision.
  • Experience in identifying, developing, managing, and retaining talent, including high-potential and high-performing employees and scholars for leadership or key roles.
  • Strong analytical and critical thinking skills.
  • High adaptability and agility in changing environments.
  • Careful, detailed, and thorough in work approach.
  • Self-motivated, collaborative, able to work independently, and comfortable learning quickly.
  • Strong communication and stakeholder engagement skills across different seniority levels.

Additional Information

The successful candidate will initially be engaged on a 2-year contract, with the possibility of extension or confirmation.
