Role Overview

The Senior Financial Analyst will own key financial planning and analysis activities, including budgeting, forecasting, long-range planning, and performance review. This position also acts as a finance partner to Operations and supports the financial administration of Public-Private Partnership (P3/PPP) contracts.

Financial Planning, Forecasting and Budgeting

  • Lead the creation of annual budgets and multi-year forecasts for operating costs, capital spending, and lifecycle maintenance programs.
  • Build and maintain financial models covering revenue, operating expenses, capital investment, and long-term contractual obligations.
  • Review performance against budget, forecast, contract targets, and prior-year figures to uncover the main drivers behind results.
  • Prepare management packs, executive presentations, and concise leadership summaries.
  • Contribute to strategic planning, scenario analysis, and investment evaluations.

P3 Contract Management

  • Oversee the financial administration of P3/PPP agreements and other long-term service contracts.
  • Review lifecycle spending against contractual expectations and asset management plans, and identify funding shortfalls, risks, and opportunities.
  • Track payment terms, performance deductions, revenue-sharing structures, and other financial obligations in contracts.
  • Make sure contract terms, reporting duties, and financial covenants are followed.
  • Assist with negotiations, amendments, renewals, and change-order reviews through financial analysis and business case support.
  • Monitor contract milestones, financial commitments, and key performance measures.
  • Support internal and external audits connected to P3 contracts and reporting obligations.

Business Partnership with Operations

  • Act as the main finance contact for Operations leadership and provide practical financial recommendations.
  • Work with operational teams to understand business drivers, service delivery needs, and performance obligations.
  • Support decisions through profitability reviews, cost-benefit analysis, and business case development.
  • Strengthen accountability for financial, operational, and contractual outcomes through regular reviews.

Financial Analysis and Performance Management

  • Perform variance analysis to explain differences between actual results, budgets, forecasts, and contract expectations.
  • Assess operational performance, labor productivity, cost efficiency, and contract profitability.
  • Create dashboards and performance measures that help leaders make better decisions.
  • Spot trends, risks, and improvement opportunities across financial and operational results.
  • Recommend actions to improve contract outcomes, profitability, and resource allocation.

Systems, Reporting and Business Intelligence

  • Serve as a key user for OneStream budgeting, forecasting, reporting, and planning processes.
  • Use OneStream to maintain driver-based forecasting models, workflow automation, and management reporting tools.
  • Leverage NetSuite ERP to review financial and operational information, track contract performance, and support month-end and year-end reporting.
  • Build and improve Power BI dashboards covering financial performance, operational KPIs, contract compliance, lifecycle fund usage, and asset management metrics.
  • Develop automated reporting and self-service dashboard solutions to improve efficiency and decision-making.

Qualifications

A bachelor’s degree along with relevant experience in financial analysis, budgeting, forecasting, financial reporting, or corporate finance is required. A CPA designation is preferred, whether completed or in the final stages. The role calls for 2 to 3 years of progressive experience in FP&A, corporate finance, contract management, or a related area. Experience with P3/PPP, infrastructure, government, or long-term service contracts is strongly preferred. Strong capability in budgeting, forecasting, financial modeling, and contract financial analysis is needed, along with advanced Excel, ERP, and business intelligence/reporting tool skills such as Power BI and NetSuite. The role also requires strong analytical thinking, problem-solving ability, negotiation skills, and stakeholder management.
