Role Summary
The Safety Assurance Manager will be responsible for directing safety assurance work across the full lifecycle of a major rail project, from design through construction, testing, and commissioning. The role focuses on making sure railway safety requirements are properly applied, hazards are identified and assessed, and the project can demonstrate that the system is safe, compliant, and ready for operation.
Key Responsibilities
- Prepare and maintain the project safety assurance plan in line with regulatory rules and international railway safety standards.
- Drive hazard identification, risk assessment, and safety analysis activities, including HAZID, HAZOP, FMECA, FTA, and broader system risk reviews.
- Own the development of the safety case and ensure each project phase has evidence showing the system is safe.
- Coordinate safety assurance work across civil, track, rolling stock, signalling, telecom, power, and operations teams.
- Examine and sign off safety-related submissions, design packages, RAMS documents, and safety validation outputs.
- Ensure the work complies with CENELEC EN 50126, EN 50128, and EN 50129, as well as applicable national railway safety rules.
- Help embed safety requirements into design, procurement documents, and construction methods.
- Track contractor delivery against safety assurance obligations and make sure safety actions are closed out.
- Support safety audits, independent safety assessments, and regulator-led reviews when needed.
- Manage safety requirements through verification, validation, and traceability across the full project lifecycle.
- Contribute during testing, commissioning, and operational readiness so that handover safety evidence is complete.
- Run safety-focused workshops, interface meetings, hazard review sessions, and acceptance forums.
Requirements
- Bachelor’s or Master’s degree in Engineering, preferably Electrical, Mechanical, Railway, Systems, or a related field.
- 10 to 15 years of experience in safety assurance for rail, metro, or high-speed rail projects.
- Strong working knowledge of CENELEC EN 50126/50128/50129, RAMS, and system safety engineering practices.
- Hands-on experience building or managing safety cases for complex rail systems.
- Experience dealing with Independent Safety Assessors and national safety regulators.
- Familiarity with systems engineering, requirements management, and verification and validation processes.
- Good communication, analytical thinking, and stakeholder management abilities.
- Experience using safety management tools such as DOORS, Complypro, Taramis, and ReliaSoft.
- Strong understanding of railway operating hazards, human factors, maintainability, and ergonomics.
- Ability to lead multi-disciplinary safety reviews and technical workshops.
- Knowledge of RAM modelling, risk quantification methods, and safety performance measures.
