Role overview
The Defense Logistics Agency is hiring a Property Disposal Specialist in Kaiserslautern, Rhineland-Palatinate, Germany. This full-time onsite position focuses on the management, screening, reutilization, disposal, and accountability of excess and surplus government property for DoD, federal agencies, and approved donor customers.
Key duties
- Support DoD, federal agencies, and approved donor customers in reviewing property and identifying items suitable for reuse.
- Carry out disposal, control, and advisory work, including guidance on destruction, demilitarization, or abandonment of property and identification of items subject to Demil requirements.
- Track contractor work under the task order and alert the Contracting Officer Representative if performance is off track or issues are expected, while suggesting corrective steps.
- Make sure sales and referrals follow sound merchandising methods and the applicable rules.
- Handle problems that arise across the full disposal process for excess and surplus government property.
- Maintain accountable records, process adjustments and inventory corrections, and keep inventory status updated.
- Ensure excess or surplus property is stored, handled, and controlled properly to avoid damage, loss, or injury.
- Help with coordination, training, and other activities related to the property disposal program.
Employment conditions
This role requires U.S. citizenship, a set work schedule, and a non-critical sensitive security determination. Appointment depends on a favorable suitability or fitness review where reciprocity cannot be used, and an unfavorable background adjudication can lead to removal. The position is exempt under the Fair Labor Standards Act. Male applicants born after 12-31-59 must meet Selective Service requirements unless exempt. Recruitment incentives are not available, and the position is not part of a bargaining unit. A REAL ID or another approved form of identification is needed for access to some federal facilities. A pre-employment physical is required. The role is also subject to an overseas rotation agreement with a tour length of 36 months.
Qualification requirements
Applicants must show one year of specialized experience that directly prepares them for this position. For GS-09, this means experience equivalent to the GS-07 level in federal service, military service, or the private sector. Qualifying experience includes administering a reutilization program, monitoring contractor performance, helping customers decide on reutilization, and completing inventory adjustments. Candidates must also satisfy any time-in-grade, time-after-competitive appointment, minimum qualification, and other regulatory requirements by the closing date.
Education may be used instead of specialized experience if it includes a master’s degree, an equivalent graduate degree, two full years of progressively higher-level graduate study leading to such a degree, or an LLB or J.D. in a related field. A combination of education and experience may also be used, provided the total equals at least 100 percent of the requirement. Only graduate study beyond the amount needed for the next lower grade level may be counted toward GS-09 qualification.
Work demands and environment
The job involves frequent travel to generator collection points and DLA Disposition Service warehousing facilities, along with observation of customer and contractor operations on site. It requires extended standing and walking, plus moderate to heavy lifting when moving materials by hand or hand truck. The incumbent may operate forklifts ranging from 2,000 to 15,000 pounds to move, load, unload, stack, or unstack palletized materials, supplies, and equipment.
Work may take place in an office, warehouse, or outdoor scrap yard. Conditions include regular exposure to harsh weather and to hazardous collection and storage areas. Limited protective equipment such as hard hats, safety shoes, and similar gear may be needed.
Overseas employment notes
U.S. citizens who are ordinarily resident overseas are not eligible for appointment under the Status of Forces Agreement. Ordinarily resident means a U.S. citizen who lives locally, has permanent legal resident status in the host country, and is subject to host-country employment and tax laws.
Pay retention may apply to eligible employees who apply through a formal recruitment program and are selected for an overseas position. Applicants must meet Exceptional Family Member Program requirements under DoD Instruction 1315.19. If an employee brings children overseas, special education and related services will be provided when the child is eligible for DoD school attendance on a space-required basis. If an employee brings an infant or toddler up to age 3 who is eligible for space-required DoDEA attendance, early intervention services will be provided as required. Civilian employees and family members needing medical or dental care overseas must arrange and pay for that care themselves, since access to military treatment facilities is space-available and reimbursable only.
Education and documentation
If you are qualifying through education, transcripts or other supporting documents must be submitted. Unofficial transcripts are acceptable at the application stage unless stated otherwise. One academic year of graduate study is defined by the school’s own credit-hour standard; if that cannot be confirmed, 18 semester hours or 27 quarter hours count as one year of full-time graduate study. Foreign education must be evaluated by a recognized private organization that specializes in foreign credential evaluation, or be shown to have full credit from an accredited U.S. college or university.

This position is not eligible for appointment as a reemployed annuitant under the applicable Department of Defense criteria. The agency also follows a drug-free workplace policy. Use of CBD products may trigger a positive marijuana result, and marijuana is illegal under federal law.
