Role overview
The Procurement Officer will be based on the STRIDES project in Uganda and will assist the Procurement Manager with coordinating procurement activities, systems, and daily operations for supplies and services. The role ensures procurement support is efficient, compliant, and well documented.
Key responsibilities
This position is responsible for applying and upholding the Uganda Country Office procurement framework, handling procurement and inventory for office and program-related items, and maintaining compliance with both internal and donor requirements.
- Apply and maintain FHI 360 Uganda Country Office procurement standards, policies, and procedures.
- Oversee procurement and stock control for office supplies, computer accessories, software, phones, furniture, publications, subscriptions, medical equipment, and pharmaceuticals for domestic and country office operations, in line with internal and donor rules.
- Ensure procurement actions always follow organization and donor regulations.
- Work closely with finance, administration, and program teams to strengthen internal controls, support prompt vendor payments, and maintain complete audit-ready records.
- Help keep procurement activities open, responsive, and well managed.
- Support the Procurement Manager in creating and rolling out logistics plans, budgets, and procedures that meet client needs while staying within budget.
- Build and sustain ethical and professional relationships with suppliers.
- Coordinate regularly with requesting teams and programs on ordering and delivery schedules.
- Assist with financial reporting and inventory reconciliation.
- Work with accounting to confirm goods and services are delivered on time, purchase orders are settled as scheduled, and accounts remain current.
- Keep supplier records updated for frequently purchased items and stay aware of local market conditions.
- Maintain accurate and current procurement trackers for the Uganda Country Office and the STRIDES project, with possible assignment to other projects depending on funding.
- Carry out additional duties assigned by the supervisor.
Skills and knowledge
The role calls for strong procurement and logistics knowledge, sound understanding of budget and contract procedures, effective communication, critical thinking, problem-solving, and the ability to influence, negotiate, and supervise where needed.
Education and experience
A suitable candidate should hold a bachelor’s degree or equivalent international qualification in Business Administration or a related field from a recognized institution. A Level II professional procurement qualification such as CIPS, or an equivalent credential, is required. Additional procurement or business management certifications are an added advantage.
Applicants should have 3 to 5 years of hands-on experience in procurement and supply management, including knowledge of Uganda’s public procurement laws and donor requirements, especially those of United States Government agencies. Experience in an NGO is preferred, and previous management experience is also an advantage. The role requires fluency in English, both written and spoken, along with clear and professional communication skills.
Work conditions and tools
This is a typical office-based role. The work involves extended periods at a computer, repeated keyboard use, and sitting or standing for long stretches. The job may require lifting or moving items up to 5 lbs. The role also requires the ability to travel. Tools and technology used include a personal computer or laptop, Microsoft Office 365, SharePoint, Skype, Zoom, Teams, mobile phone technology, and standard office equipment.
Salary and benefits
The expected annual base salary range is UGX 53,000,000 to UGX 75,000,000. The final offer will depend on factors such as experience, education, internal equity, market rates, and budget.
