Role overview
A semi-government organization in Riyadh is looking for a seasoned PMO Expert to support a strategic national transformation program. This position is centered on strengthening project governance, improving organizational performance, ensuring compliance, and driving continuous improvement within a government setting.
You will collaborate with senior stakeholders as part of the Project Management Office to improve governance practices, review performance, streamline processes, and help deliver major strategic initiatives successfully. The engagement is a 24-month fixed-term contract.
Job purpose
The main objective of this role is to lead reviews and ongoing improvements across PMO governance, organizational performance, compliance, and project delivery practices. The position is responsible for producing strategic recommendations, carrying out performance assessments, spotting improvement opportunities, and supporting sustainable governance for a national transformation agenda.
Core accountabilities
- Conduct regular evaluations of project performance against approved plans and targets.
- Review project and operational KPIs to surface trends, risks, and areas where results can be improved.
- Prepare executive-level reports and performance analysis to guide decision-making.
- Examine adherence to governance frameworks, policies, and project management procedures.
- Identify governance gaps, compliance concerns, and risks that require corrective action.
- Track governance findings and propose realistic improvement measures.
- Refine PMO methods, procedures, templates, and governance documents to raise standards.
- Assess digital workflows and automation efficiency to increase operational effectiveness.
- Spot process delays and recommend ways to streamline and optimize operations.
- Measure stakeholder satisfaction and the effectiveness of project governance practices.
- Support knowledge-sharing efforts and build organizational capability.
- Review technical and financial performance of active projects and flag opportunities for better results.
Qualifications and experience
The ideal candidate should hold a bachelor’s degree in business administration, project management, engineering, management, or a closely related field. A master’s degree, especially an MBA, is an added advantage. The role requires at least 10 years of relevant experience in PMO, project management, governance, organizational performance, or management consulting.
