About APSAC

The Asia Pacific Sustainable Aviation Centre (APSAC) is a Singapore-based regional centre established by the Civil Aviation Authority of Singapore (CAAS). Its purpose is to help Asia Pacific countries progress sustainable aviation through policy-focused research, collaboration, and capability-building.

APSAC’s work includes research on cleaner aviation fuels, carbon accounting, carbon market development, and green financing. It also brings together government, industry, and academic partners for joint studies and initiatives that support aligned and forward-looking sustainable aviation policies across the region. In addition, it delivers technical assistance and training to strengthen the development and execution of sustainable aviation policy.

Role Overview

CAAS is seeking a Manager/Senior Manager, Partnership & Capacity-Building to support the department head with training programmes, partnership development, and corporate communications. The role focuses on building regional capability so APAC states can design and implement effective sustainable aviation policies that help decarbonise the aviation sector.

The selected candidate will help assess training needs across APAC, build relationships with leading education institutions, and shape relevant, forward-looking programmes. This position also covers full-cycle delivery of training initiatives in collaboration with the Singapore Aviation Academy. Strong coordination, administration, and organisational abilities are essential for success in this role.

In addition, the role involves developing and strengthening APSAC’s partnership network and supporting communications efforts through the website, social media, and other channels.

Key Duties

  • Work with the department head to build relationships with stakeholders across government, industry, and academia in APAC and support collaborative capacity-building programmes based on regional needs.
  • Help plan, design, curate, and run training programmes, workshops, and forums, including content development, programme scheduling, and coordination with trainers, speakers, and other collaborators.
  • Assist in creating marketing and communication materials such as collaterals, website content, and promotional campaigns that encourage enrolment in capacity-building programmes.
  • Handle participant management throughout the programme lifecycle, from onboarding through to follow-up after programme completion.
  • Manage administrative and logistical arrangements to ensure programmes run smoothly and participants have a seamless experience.
  • Support partnerships and collaborations with agencies and external partners to broaden programme reach and strengthen APSAC’s curriculum and faculty.
  • Implement communications plans across social media, the APSAC website, and media engagement activities.
  • Take on additional APSAC-related tasks as assigned by the department head and/or CEO.

Requirements

  • Minimum 5 years of work experience, preferably in the aviation sector or in adult education management.
  • Solid understanding of specialised aviation and/or sustainability topics, with prior experience in partnership development preferred.
  • Strong organisational and administrative capabilities.
  • Effective verbal and written communication skills, along with sound interpersonal ability.
  • Working knowledge of social media management, communications, and media relations.
  • Collaborative, self-driven, and focused on delivering results.
