Job description

Role Overview

This position sits within the International Relations function and supports the shaping and execution of policies and strategies that help engage other countries and international organisations in support of Singapore’s civil aviation priorities.

Policy Development and Analysis

  • Assist in building international relations policies and engagement strategies, ensuring the views and needs of relevant divisions and ministries are considered.
  • Review aviation policy changes and industry developments across different regions to assess their possible impact on Singapore.
  • Lead engagement planning for the region assigned to you.

International Civil Aviation Work

  • Help prepare position papers on civil aviation matters with international implications, working closely with internal divisions.
  • Support the Permanent Mission in ICAO and collaborate with CAAS divisions on Singapore’s positions for ICAO working papers.
  • Contribute to work involving the ICAO Council, committees, and working groups.

Stakeholder Engagement and Relationship Management

  • Develop and sustain working relationships with key local and overseas partners and stakeholders.
  • Design and carry out activities that strengthen Singapore’s profile in international civil aviation.
  • Organise engagements of different sizes, including high-level foreign visits, official trips by CAAS leaders, conferences, international meetings, and related events.

Event Coordination and Principal Support

  • Prepare materials for events attended by CAAS principals, including speeches, briefings, talking points, and travel plans.
  • Manage on-site coordination and support during engagements and events.

Candidate Profile

The role calls for someone with strong written and spoken communication skills, solid networking ability, and the confidence to work with stakeholders at all levels. You should be a collaborative team player who is also comfortable working on your own, with a genuine interest in international affairs and policy work. Good analytical thinking, research capability, and organising skills are important. Experience in international relations, the public sector, or major international events would be helpful, though it is not mandatory.

Contract Notes

This appointment will be matched to the selected candidate’s relevant experience. The initial offer is a 3-year contract. At the end of this period, there may be an opportunity to move to a permanent appointment or to renew the contract.
