The Human Resource Operations Manager position in Qatar plays a crucial leadership role within Raytheon's HR and Operations team. This role focuses on enhancing HR operational capabilities in Qatar, ensuring alignment with business priorities, local legal requirements, and global HR strategies. Additionally, collaboration with HR Operations leaders across Saudi Arabia and the UAE is essential to promote consistency and share best practices throughout the MENA region.
Key Responsibilities
- Manage and refine HR processes in Qatar, covering onboarding, records management, benefits administration, payroll coordination, and leave management while ensuring adherence to local laws and internal policies.
- Work closely with HR Business Partners to translate company goals into scalable HR operational strategies.
- Lead initiatives aimed at regional process standardization, automation, and elevated employee experience.
- Oversee HR operations projects aligning with global standards, providing strong project management and change facilitation.
- Partner with Global People Services to incorporate Qatar-specific insights and promote best practice adoption across the region.
- Ensure compliance with labor legislation and maintain accurate, integrated HR data.
- Manage employment contracts, expatriate mobility procedures, and onboarding activities for local and foreign employees, coordinating with government relations and stakeholders.
- Supervise and develop HR Operations and Government Relations staff in Qatar to maintain high-quality service and regulatory compliance.
- Develop HR metrics and dashboards to support data-driven decision-making and continuous enhancements.
- Oversee total rewards functions including benefits, compensation, and payroll, ensuring company-wide consistency.
- Support talent acquisition operational processes, including documentation, medical and security clearances, insurance handling, and payroll setups, aiming to improve candidate and employee experiences.
Required Qualifications
- Bachelor's degree with at least 8 years of relevant experience or an advanced degree with a minimum of 6 years experience.
- Proven experience managing or supporting HR operations in multinational or multi-country settings, adept at navigating complex organizations and regulatory frameworks.
- Thorough knowledge of international HR regulations, employment practices, and compliance, with hands-on application across countries or regions.
- Advanced skills in Microsoft Office Suite and HR information systems, notably Workday.
- Expertise in HRIS tools for reporting, analytics, and process enhancements.
- Comprehensive understanding of global HR best practices, data privacy, and operational controls in regional settings.
- Proficiency in English and Arabic, both written and spoken.
Preferred Qualifications
- Degree in Human Resources, Business Administration, or related discipline.
- Strong collaboration skills to build support within a complex, matrixed, global HR environment.
- Experience working alongside payroll, compensation, benefits, and recruitment teams.
- Analytical aptitude to interpret multiple datasets, identify trends, and pinpoint risks or opportunities.
- Excellent organizational abilities, meticulous attention to detail, and clear communication skills.
- Demonstrated success working collaboratively across HR functions and enterprise stakeholders.
- Adaptable and agile in shifting priorities and ambiguous environments.
- Culturally sensitive with the ability to operate effectively within diverse, global teams.
