Overview

Join Raytheon's National Advanced Surface-to-Air Missile System (NASAMS) Program as the In-country Associate Director for Program Management based in Doha, Qatar. This senior leadership role involves close collaboration with the Qatari Emiri Air Forces (QEAF) and major subcontractor Kongsberg Air Defense (KDA). You will oversee program execution, operations, sustainment, and modernization efforts of NASAMS systems delivered to Qatar, serving a critical role in maintaining program success and stakeholder engagement.

Key Responsibilities

  • Manage the daily operations, schedule, and performance of the in-country NASAMS team ensuring compliance and strengthening customer relationships to support program growth.
  • Act as the primary operational liaison for QEADF, offering procurement guidance, sustainment assistance, troubleshooting, and resource coordination for NASAMS tactical operations in Qatar.
  • Direct site leads and team members in warranty, logistics, quality, and technical areas to ensure full operational readiness.
  • Develop and maintain strong partnerships with KDA, functioning as the main contact between NASAMS program officials and subcontractor leadership.
  • Address and resolve issues expeditiously between Raytheon and subcontractors.
  • Support contract processes including proposals, negotiations, definitization, and start-up activities.
  • Maintain collaborative relationships with QEAF and coordinate expectations between local and international NASAMS teams.
  • Ensure subcontractor deliverables meet financial, technical, and scheduling requirements; escalate as necessary to CONUS management.
  • Coordinate across multiple Raytheon internal functions such as Engineering, Contracts, Finance, Supply Chain, and Quality to drive program success.
  • Manage subcontractor lifecycle deliverables and facilitate customer program reviews and site visits.
  • Lead and inspire the in-country team to achieve objectives and foster a culture aligned with corporate vision and values.

Qualifications

  • Bachelor’s degree with at least 12 years of relevant experience or an advanced degree with minimum 10 years in program management.
  • PMX Level 4 Certification or ability to earn within 12 months.
  • CORE certification or equivalent process improvement qualification.
  • Over 7 years in program management including risk and opportunity management.
  • Background in large Air Defense weapon systems and prior military experience.
  • Proficient in program execution including system integration, fielding, training, operations, and sustainment.
  • Experience with financial and project management tools/systems.
  • Demonstrated ability leading cross-functional teams internationally and working with global customers.
  • U.S. citizenship and ability to obtain and maintain an active U.S. DoD Secret security clearance.

Preferred Qualifications

  • MBA or engineering graduate degree.
  • Experience operating in the MENA region.
  • Senior Non-commissioned Officer background preferred.
  • Experience collaborating with large international subcontractors and U.S. Government programs.
  • Knowledge of EX/IM regulations, security requirements, and subcontract management.
  • Skill in cost proposal development and management approval processes.
  • Expertise in supporting complex aerospace and defense weapon systems.
  • Familiarity with program management tools and NASAMS program phases.

Additional Information

  • This position involves a 2-year international assignment in Doha on a Memorandum of Understanding, with potential extension.
  • Travel internationally is required up to 25% of the time.
  • Employment is contingent upon passing comprehensive medical evaluations for overseas assignments.
  • Salary range estimated between 157,200 to 298,800 USD annually, commensurate with experience and qualifications.
