Job description
Position Summary
The HSE Advisor is a key contributor to maintaining health, safety, and environmental standards at the new HVDC factory in Dammam, Saudi Arabia. This role involves safeguarding all personnel, including employees, contractors, and visitors, by enforcing effective HSE management systems, regulatory compliance, and fostering a culture prioritizing safety through proactive risk management, education, inspections, and ongoing improvement.
Key Responsibilities
- Develop and uphold HSE management frameworks aligned with corporate policies and local legal mandates for factory operations.
- Perform thorough risk evaluations, hazards identification, job hazard analyses, site surveys, and safety rounds.
- Lead the execution of permit-to-work procedures, safe work guidelines, and control high-risk tasks such as working at heights, lifting, hot work, and confined space operations.
- Prevent incidents by leveraging leading safety metrics, audits, observations, and near-miss tracking.
- Conduct investigations into incidents and near misses, identifying root causes and ensuring corrective and preventive action plans are implemented and followed up.
- Participate actively in emergency planning and drills to enhance preparedness.
- Ensure environmental standards are met, including waste and hazardous material management, emissions control, and pollution prevention.
- Identify and mitigate environmental risks and monitor internal and contractor compliance with environmental regulations and permits.
- Promote resource conservation initiatives according to corporate and site directives.
- Maintain up-to-date knowledge of applicable regulations, standards, and codes affecting occupational health, safety, and environment.
- Conduct both internal and external audits to ensure compliance and prepare documentation for inspections.
- Design and deliver training programs tailored to job roles and risks, including safety inductions, refresher courses, and task-specific training.
- Lead safety communications, including toolbox talks, awareness campaigns, and performance reporting.
- Oversee contractor HSE compliance from onboarding to operational safety management, ensuring adherence to risk controls.
- Keep comprehensive records of inspections, audits, permits, training, incidents, investigations, and corrective actions.
- Track, analyze, and report performance metrics related to safety and environmental compliance, promoting continuous improvement.
- Encourage a proactive safety culture through hazard reporting, behavior recognition, and involvement in operational improvements affecting safety.
- Support Management of Change processes related to new or modified processes, equipment, chemicals, or operational procedures impacting HSE risks.
Qualifications and Experience
- Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related fields, or equivalent practical experience.
- Certified credentials such as NEBOSH or other recognized occupational health and safety certifications.
- Proven background as an HSE Advisor or Officer within industrial or factory settings, especially during operational phases.
- Comprehensive knowledge of occupational safety laws, hazard analysis methods, permit-to-work systems, safe work practices, and incident investigations.
- Strong expertise in environmental management related to industrial operations including waste, hazardous substances, emissions, and pollution control.
- Excellent communication and interpersonal skills capable of influencing a diverse workforce and management.
- Demonstrated capability to lead safety initiatives, conduct audits, and maintain compliance through coaching and follow-ups.
- Strong analytical, problem-solving, and decision-making skills under pressure with keen attention to detail.
- Proficient in using HSE management systems and general computer tools.
- Ability to work autonomously and collaboratively within a dynamic operational environment.
- Fluency in English, both written and spoken.
Preferred Qualifications
- Experience in multicultural or international industrial settings.
- Familiarity with ISO 45001 and ISO 14001 standards or comparable systems.
- Experience managing safety in contractor-intensive environments.
