About the Company

A major maritime and logistics organisation in Qatar is looking to hire an experienced Estimations & Proposals Manager to support ship repair, conversion, and wider marine project work. The business operates a prominent shipyard and plays an important part in regional trade, energy, and connectivity. About the Role

In this position, you will take charge of the estimation and proposal function for marine and ship-repair work. Your work will directly shape commercial submissions, bid outcomes, and the company’s success in winning new projects from the earliest stages.

Key Responsibilities

  • Prepare and coordinate technical as well as commercial proposals for ship repair, conversion, offshore, and marine assignments.
  • Study client enquiries, technical specifications, drawings, and work scopes to produce dependable costings and bid approaches.
  • Liaise with Production, Engineering, Procurement, Planning, and Commercial teams to gather technical inputs and pricing details.
  • Lead clarification discussions with bidders and customers, and support negotiation of contract terms.
  • Build estimates for labour, materials, subcontracted work, and equipment, while also assessing risks and possible value opportunities.
  • Track market movement, supplier rates, and competitor activity so that proposals remain commercially strong.
  • Assist business development efforts by spotting new opportunities and supporting customer-facing engagement activities.

Candidate Profile

The role suits someone who brings both technical knowledge and commercial judgement, along with a strategic mindset for winning work in the marine sector. You should be confident handling high-value submissions and working across functions to shape competitive bids.

Requirements

  • A bachelor’s degree in Naval Architecture or another relevant field.
  • At least 8 years of overall experience in estimation and proposal management within ship repair or shipbuilding.
  • Good understanding of vessel repair methods, dry docking, conversions, and marine operations.
  • Hands-on experience preparing technical and commercial bids for shipyards or marine engineering companies.
  • Ability to use estimating tools, Primavera P6, MS Excel, Power BI, and Microsoft Office applications effectively.
  • Strong commercial sense, negotiation ability, stakeholder handling skills, and a careful eye for detail.
