Job description
Role Purpose
This position is responsible for overseeing and managing all emergency preparedness and response initiatives within the ASMO pipe yard facility. The goal is to ensure the safety of personnel, protect the environment, and maintain operational continuity. The role involves supporting emergency planning, coordinating incident responses, managing evacuation protocols, ensuring firefighting readiness, and upholding compliance with ASMO Health, Safety, and Environment (HSE) standards, as well as oil and gas industry regulations. The role is situated at the Abqaiq Central Pipe Yard (CPY) site, a dynamic operational hub characterized by high-volume pipe handling, extensive logistics, and significant material handling activities.
Key Responsibilities
- Lead and manage emergency response operations during incidents occurring within the ASMO Central Pipe Yard (CPY).
- Conduct regular emergency drills, encompassing fire, spill response, medical evacuations, and general yard evacuations.
- Verify the operational status and proper inspection of all emergency equipment, including fire extinguishers, alarm systems, spill kits, eyewash stations, and communication devices.
- Serve as the primary emergency contact point during incidents until senior management or external emergency services assume control.
- Liaise with HSE, security, operations teams, and external emergency response agencies as needed.
- Maintain up-to-date emergency assembly points, evacuation route maps, and essential emergency contact information.
- Perform risk assessments specifically focused on emergency preparedness and response capabilities.
- Conduct thorough investigations of emergency incidents and produce detailed reports outlining findings and recommended corrective actions.
- Oversee adherence to ASMO HSE standards, relevant Saudi Arabian regulations, and industry-specific safety requirements for the oil and gas sector.
- Contribute to business continuity planning and crisis management efforts.
- Maintain comprehensive records of all drills, equipment inspections, emergency training sessions, and incident response activities.
Knowledge & Experience
- Grade 3: Requires a Bachelor’s degree in Occupational Safety, Industrial Safety, Fire Protection, Emergency Management, or a closely related discipline.
- Grade 2: Requires a Diploma qualification in Occupational Safety, Industrial Safety, Fire Protection, Emergency Management, or a closely related discipline.
- Possession of First Aid, CPR, and AED certifications from recognized bodies like the Saudi Red Crescent Authority or equivalent international providers is advantageous.
- Training in firefighting and fire warden duties is preferred.
- Experience with Emergency Response Teams (ERT) training is preferred.
- Must demonstrate strong proficiency in both spoken and written English.
- Grade 3: Requires 3 years of experience in emergency response, HSE, or industrial operations, ideally within the oil and gas, pipe yard, or logistics sectors.
- Grade 2: Requires 5 to 10 years of experience in emergency response, HSE, or industrial operations, preferably in the oil and gas, pipe yard, or logistics industries.
- Possess a solid understanding of emergency response protocols, firefighting systems, and incident command methodologies.
- Familiarity with OSHA, NFPA, and oil & gas HSE standards is considered a plus.
- Holding valid first aid and firefighting certifications will be an advantage.
