Job description
Position Location and Reporting
The role is based in the Jeddah office and reports directly to the Head of Local Content.
Role Purpose
This position is tasked with managing and overseeing the implementation, continuous monitoring, and reporting of Local Content obligations and targets across the organization. The incumbent will ensure full alignment with relevant LCGPA regulations, adhere to contractual agreements, and actively promote enhancements in Local Content performance and local supplier development initiatives.
Key Duties and Responsibilities
- Develop, update, and analyze reports related to Local Content obligations, including baseline figures, progress tracking, audit outcomes, dashboards, and key performance indicators.
- Gather, examine, and validate procurement, supplier, financial, cost, payroll, and other pertinent data necessary for comprehensive Local Content compliance and reporting.
- Manage the preparation and submission of audit reports on Local Content, collaborating with external auditors to guarantee timely and accurate documentation delivery.
- Track performance metrics against targets, pinpoint areas of underperformance or risk, and formulate mitigation and corrective plans accordingly.
- Stay informed about updates and changes in LCGPA Local Content regulations, guidelines, templates, and targets, ensuring internal processes and reporting adapt accordingly.
- Coordinate with departments such as Procurement, Supply Chain, Finance, Accounting, HR, Payroll, Operations, and other stakeholders to ensure Local Content goals are met effectively.
- Oversee local supplier registration, spearhead supplier development programs and localization projects that enhance Local Content participation.
- Identify and promote opportunities to boost Local Content through procurement strategies, sourcing methods, and supplier development.
- Maintain precise Local Content records inclusive of databases, supporting evidence, and audit documentation.
- Monitor progress of Local Content-related commitments, deliverables, and deadlines to confirm timely completion.
- Prepare management-level presentations, performance updates, and dashboards focused on Local Content metrics.
- Drive standardization, implementation, and ongoing improvement of Local Content processes, procedures, and reporting frameworks.
- Undertake additional Local Content tasks as required by management.
Qualifications and Experience
- Must be a Saudi national.
- Possess a Bachelor's degree in Supply Chain, Finance, Accounting, Engineering, or a related discipline.
- Have at least 2 years of direct experience working in Local Content management including reporting, compliance, auditing, or similar roles.
- Familiarity with LCGPA Local Content regulations, guidelines, and compliance demands.
- Experience interacting with government institutions and relevant authorities, with capability to manage official communications proficiently in both Arabic and English.
- Practical knowledge of Procurement, Supply Chain, Finance, Accounting, and Vendor Management to interpret procurement and financial data pertinent to Local Content.
- Background in supporting local supplier enhancement and localization projects that improve Local Content outcomes.
- Proficiency in Microsoft Excel, PowerPoint, and Power BI for preparing and analyzing reports and dashboards.
- Excellent communication skills, stakeholder engagement ability, analytical thinking, and reporting skills in Arabic and English.
- Effective at balancing multiple tasks and achieving deadlines under pressure.
