Position Overview
This role is based in Southport, NC and involves managing construction quality assurance and contract administration functions for various military and civil works projects within a Resident Office setting. The position requires coordination in ensuring project compliance with schedules, quality, and budgetary standards, while serving as a Contracting Officer's Representative (COR).
Key Responsibilities
- Oversee and complete all quality management tasks related to construction projects within the assigned Resident Office.
- Administer construction contract activities, acting as the COR on designated projects.
- Develop cost estimates for task orders and apply contract modifications appropriately.
- Represent the Resident Office at design review conferences and progress meetings concerning assigned projects.
- Conduct field investigations and technical research to resolve construction challenges.
- Review and approve contractor schedules and recommend necessary adjustments to maintain project timelines.
- Create and maintain construction schedules, prepare monthly progress reports comparing actual work against the plan.
Qualifications and Requirements
- Appointment may require clearance based on a background suitability or fitness review.
- Travel up to 25% required.
- Must obtain Contracting Officer Representative (COR) certification within one year of employment.
- Valid state driver's license mandatory throughout employment.
- US citizenship required.
- Possess a bachelor's degree in engineering from an ABET-accredited program or a bachelor's or higher degree in architecture meeting specified course requirements.
- Minimum of one year specialized experience at a GS-11 level or equivalent in contract administration and construction quality assurance with minimal supervision.
- Foreign education must be suitably evaluated if applicable.
