About the Organization

The Liberia National Tourism Authority (LNTA) is an autonomous institution founded in 2025 tasked with coordinating, regulating, and promoting tourism while fostering infrastructure development, preserving cultural heritage, and stimulating the creative economy in Liberia.

Role Overview

The MEL Manager leads the creation and implementation of a comprehensive monitoring, evaluation, and learning system aligned with global standards such as the UN World Tourism Organization’s Tourism Satellite Account. This role is pivotal in ensuring accurate tourism data collection, insightful analysis, and impactful reporting to support strategic planning and policymaking within LNTA and the broader tourism sector.

Key Responsibilities

  • Design and lead the National Tourism Statistics System, adhering to UNWTO TSA guidelines.
  • Supervise data gathering and reporting on international and domestic tourism metrics including arrivals, expenditures, accommodation, and employment.
  • Develop and maintain an integrated National Tourism Database consolidating data from multiple stakeholders.
  • Issue quarterly and annual reports highlighting tourism statistics, economic impact, and creative economy insights.
  • Partner with government agencies and financial institutions to enhance tourism data harmonization and tourism account development.
  • Construct and operationalize LNTA’s Performance Monitoring and Evaluation Framework and sector-wide performance matrices.
  • Lead evaluations and produce performance scorecards for departments and collaborators, ensuring alignment with the Liberia Tourism Master Plan.
  • Conduct analyses on tourism’s contribution to GDP, employment, foreign exchange, and emerging trends including eco-tourism and blue economy sectors.
  • Develop monitoring frameworks for private sector performance and assess capacity-building initiatives.
  • Facilitate stakeholder learning sessions to promote data-driven decision making and collaboration.
  • Institutionalize knowledge management practices encouraging continuous learning within LNTA.
  • Coordinate with national and international bodies on tourism data reporting and compliance.
  • Represent LNTA in regional and global tourism forums and assist donor projects to align monitoring systems with best practices.

Qualifications and Requirements

  • Master’s degree in Statistics or a related discipline.
  • Minimum five years of experience in research, project development, or related fields.
  • Proven ability in data analysis, research design, and performance evaluation frameworks.
  • Strong knowledge of TSA methodology and economic impact assessments specific to tourism.
  • Excellent report writing, data visualization, and partnership-building skills.

Deliverables and Performance Metrics

  • Operational National Tourism Statistics System with comprehensive databases.
  • Regular publication of tourism statistical bulletins and economic impact reports.
  • Effective M&E dashboards and scorecards measuring organizational performance.
  • Insightful monitoring and evaluation reports for LNTA and partner stakeholders.
  • Successful organization of annual Tourism Research and Learning Forums.
  • Quality and timeliness of data collection, analysis, and reporting influencing LNTA’s strategic decisions.
