Electrical Engineer - Campus Development and Project Management

Job Overview

The Electrical Engineer will oversee the planning, design evaluation, onsite supervision, commissioning, maintenance, and troubleshooting of electrical and associated building systems throughout university campus projects and facilities. This role covers a broad spectrum of electrical infrastructure including substations, high and low voltage distribution, emergency power, generators, and a range of ELV systems such as structured cabling, networking, SMATV, parking systems, gate barriers, fire alarms, access control, CCTV, building automation, lighting control, and IT-related systems.

Key Responsibilities

• Perform feasibility analysis and establish initial project requirements.
• Critically review consultant-produced design documents, such as drawings, calculations, and specifications, providing expert input from project initiation through to the defect liability phase.
• Develop technical specifications, cost projections, and budgets for electrical systems, components, and labor within internal projects.
• Offer technical guidance and supervise consultants, contractors, and subcontractors effectively.
• Collaborate with design consultants on specifications, equipment choices, system configurations, and plant layout diagrams.
• Coordinate efforts between multidisciplinary engineering teams, university departments, consultants, and contractors to ensure the seamless delivery of projects.
• Engage actively in project kickoffs, design and progress meetings, and technical discussions.
• Ensure contractors comply with safety protocols, efficiency standards, and contract and engineering requirements.
• Conduct on-site inspections, approve installations, testing, commissioning, and project variations.
• Validate electrical systems for adherence to relevant codes, regulations, safety standards, and project specifications.
• Track project progress, identify delays proactively, and implement measures to ensure timely completions.
• Perform snagging and defect identification assessments and oversee corrective actions before handover and during warranty periods.
• Diagnose equipment malfunctions, propose remedial and preventative solutions.
• Ensure projects remain within approved scope, budget, quality, and schedules.
• Prepare material and work requisitions, coordinate tendering and bid processes.
• Evaluate technical bids, tabulate responses, and assess vendors and contractors.
• Respond to technical queries, deviations, material approvals, and other project documentation.
• Provide post-project operational support including handover, warranty management, training, and technical assistance.

Educational and Professional Qualifications

• Bachelor’s degree in Electrical Engineering from a recognized university.
• At least 15 years of professional experience in electrical engineering within construction and building services contexts.
• Minimum of 8 years managing and delivering major projects.
• Expert knowledge of HV and LV electrical systems, substations, emergency power, building services, and ELV systems.
• Deep familiarity with local electrical regulations, codes, international standards, and best engineering practices.
• Experience in site supervision, construction oversight, commissioning, and project handover.
• Proven ability to independently manage multiple projects under pressure.
• Excellent communication, interpersonal, and stakeholder coordination skills.
• Strong technical report writing and presentations capabilities.
• Proficient in Microsoft Office, Microsoft Project, and AutoCAD.
• Knowledge of contemporary smart building systems and integrated electrical technologies.
• Experience in project management, quality assurance, and quality control procedures.
• Electrical design experience is essential; preference given to candidates with consultancy backgrounds.
• Competence in project cost estimation, budgeting, and cost control is highly desirable.
• Understanding of energy management, energy-efficient building design, and sustainability is an asset.
• Exposure to mechanical systems testing and commissioning adds advantage.
• Must hold a valid UAE driving license.
