Role Overview
We are seeking an accomplished Program Manager with extensive experience in data, analytics, and digital transformation to lead the delivery of a comprehensive Data and Analytics Master Services Agreement (MSA). This senior leadership role involves managing complex, multi-workstream programs, ensuring alignment with strategic objectives, and delivering measurable outcomes in enterprise data platforms, AI, advanced analytics, and related fields, primarily within the Qatar or GCC public sector.
Core Responsibilities
- Provide strategic leadership and overall accountability for the delivery of data and analytics programs under the MSA.
- Develop an integrated program roadmap that translates client strategies and approved projects into prioritized plans with clear metrics.
- Maintain consolidated oversight of projects, services, and initiatives including managed services and work orders.
- Serve as the principal contact for program-level decisions, stakeholder engagement, and escalation management.
- Manage contractual obligations, commercial frameworks, and coordinate with Malomatia's legal, finance, and procurement teams to ensure compliance and service quality.
- Implement governance structures, lead steering committees, and deliver comprehensive reporting to client executives with visibility into performance, risks, and decisions.
- Oversee integrated planning and delivery across multiple platforms and technologies, identifying risks and leading mitigation efforts.
- Manage demand through structured processes for assessing, approving, and tracking service requests and deliverables.
- Build and maintain strong relationships with client and partner stakeholders, resolving conflicts and facilitating effective communication across technical and business audiences.
- Enforce consistent delivery standards, quality assurance, and lifecycle management from discovery through production support transition.
- Govern operational performance of managed services including application support and platform operations ensuring service levels and incident management.
- Handle financial and commercial management with budgeting, forecasting, resource cost control, and financial reporting aligned to contract terms.
- Coordinate resource planning and management across program functions, including subcontractors and technology partners, ensuring capability and capacity to meet delivery demands.
- Establish risk management frameworks to proactively identify, assess, mitigate, and escalate project and program risks and issues.
- Lead change management initiatives supporting stakeholder readiness, communication, adoption, training, and process integration.
- Define and track value realization metrics to monitor benefit delivery and align program expenditure with strategic business outcomes.
Qualifications and Skills
- Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Administration, or a related field.
- Certifications in project or program management such as PMP, PgMP, or PRINCE2 Practitioner.
- Agile certifications like PMI-ACP, SAFe, or Scrum Master; IT service management certification (ITIL) preferred.
- Data management or governance certification (e.g., DAMA CDMP) is advantageous.
- Expertise in enterprise data management disciplines, including data architecture, integration, governance, and advanced analytics technologies.
- Familiarity with artificial intelligence, machine learning, generative AI, DataOps, and cloud or hybrid data platforms.
- Strong expertise in program planning, governance, financial management, risk mitigation, and stakeholder engagement.
- Competence in managing both agile and traditional project delivery methodologies within complex programs.
- Excellent leadership, negotiation, decision-making, conflict resolution, and communication skills, capable of addressing both technical and executive audiences.
- Demonstrated commercial acumen in handling budgets, contracts, vendor management, and financial reporting.
- Fluency in English is mandatory; Arabic language skills are a distinct advantage.
