Role Overview
The Manager of People & Culture in Singapore is responsible for leading the local HR function. This role closely collaborates with business leaders to support organizational goals, employee engagement, workforce planning, and overall effectiveness. The position oversees People & Culture portfolios for Corporate Secretarial, Payroll, Tax, Accounting, and Funds business units, while providing leadership to the local HR team and handling significant employee-related matters. Additionally, it supports regional and Group HR initiatives implementation.
Key Responsibilities
- Independently manage HR responsibilities for designated units including Corporate Secretarial, Payroll, Tax, Accounting, and Funds.
- Collaborate with business heads on employee relations, performance management, workforce planning, and talent development.
- Offer guidance on organizational restructuring, employee cases, and workforce strategies.
- Lead complex employee relations issues such as disciplinary actions, grievances, conflict resolution, and investigations.
- Provide oversight for critical HR matters across all units, including Audit, requiring senior HR intervention.
- Ensure compliance with company policies and applicable employment laws.
- Manage headcount, workforce planning, and prepare relevant HR reports.
- Supervise and mentor the Singapore People & Culture team, enhancing their capabilities through coaching and development.
- Oversee workload distribution and promote operational efficiency within the HR team.
- Approve monthly payroll before submission and ensure smooth HR operations throughout the employee lifecycle.
- Support recruitment chiefly for managerial and higher positions.
- Partner with leaders on workforce planning and hiring decisions, as well as talent development and succession planning.
- Lead employee engagement initiatives that foster a positive workplace culture aligned with company values.
- Analyze employee feedback and drive programs to enhance retention, wellbeing, and overall employee experience.
- Assist in annual salary reviews, promotions, bonuses, and budgeting related to workforce and compensation.
- Collaborate with regional teams on strategic HR projects, system implementations, and continuous improvement activities.
Qualifications and Experience
- Degree in Human Resource Management, Business Administration, or related field.
- A minimum of six years of progressive HR experience, including leadership roles in managerial or senior business partner capacities.
- Demonstrated success in leading and developing HR teams.
- Proven ability to work effectively with senior leaders across various business units.
- Strong expertise in managing complex employee relations and disciplinary processes.
- Excellent knowledge of Singapore’s employment laws, payroll regulations, CPF contributions, and IRAS requirements.
- Experience in workforce planning, headcount control, budgeting, and HR reporting.
- Good understanding of recruitment, talent management, succession planning, and employee engagement.
- Strong communication, stakeholder management, influencing, and decision-making abilities.
- Organised, proactive, commercially aware, and capable of handling multiple priorities in a dynamic environment.
- Familiarity with HRIS systems and Microsoft Office tools.
