Job description

Role Overview

Join NZ Transport Agency Waka Kotahi as a Senior Planning Advisor to influence the future design and effectiveness of New Zealand's transport system. This role offers the chance to collaborate with local governments, regional councils, and internal stakeholders to guide strategic transport planning and investment decisions nationwide.

Key Responsibilities

  • Provide expert strategic advice on transport system planning and development.
  • Lead the creation and delivery of planning documents and strategies that address transport challenges and future needs.
  • Forge and maintain strong relationships with local government partners and other stakeholders across the transport sector.
  • Contribute to the formation of Regional Land Transport Plans (RLTPs) and Regional Public Transport Plans (RPTPs).
  • Support the development of the National Land Transport Programme (NLTP) and initiatives aimed at securing National Land Transport Fund (NLTF) investments.
  • Collaborate across regional, local, and national levels to align transport planning priorities.

Required Skills and Experience

  • Background in transport planning, spatial planning, land use and transport integration, or comparable planning disciplines.
  • Proven track record engaging and influencing local government and regional councils to shape planning outcomes.
  • Experience producing high-quality, evidence-supported planning advice and strategic documents.
  • Strong analytical and problem-solving abilities, capable of transforming data and insights into actionable recommendations.
  • Exceptional relationship-building and stakeholder management skills across complex, multi-party environments.
  • Ability to balance and integrate local, regional, and national transport perspectives within planning processes.
  • Excellent communication skills, with a focus on delivering clear and persuasive advice to senior leadership.
  • Sound prioritization and program management competencies to effectively deliver outcomes in dynamic settings.
  • Understanding of Te Tiriti o Waitangi commitments; experience working alongside Māori partners, iwi, or organizations is valued, with willingness to develop capabilities in this area.
  • A tertiary qualification in planning, transport planning, geography, public policy, or an equivalent field or experience.
  • A current driver's licence, as the role involves travel across the region.

Cultural Understanding

Applicants should possess, or be eager to develop, knowledge of Te Ao Māori including tikanga and Te Reo Māori, and appreciate the application of Te Tiriti o Waitangi principles in the public sector.
