Role Overview

The HR Operations Supervisor will oversee all human resources operations and manage government relations to guarantee compliance with Saudi labor laws and regulatory requirements. This role covers the entire employee lifecycle management, payroll coordination, HR administration, employee services, and management of government platforms such as Qiwa, Muqeem, GOSI, Mudad, and the Ministry of Human Resources & Social Development among others.

Key Responsibilities

  • Manage comprehensive employee lifecycle actions including hiring, orientation, transfers, promotions, contract and probation management, renewals, and employee offboarding.
  • Lead day-to-day HR operations and administrative functions to ensure consistent and efficient delivery of services.
  • Implement and uphold HR policies, procedures, and employment practices uniformly throughout the organization.
  • Supervise HR coordinators and administrative teams, providing guidance, support, and overseeing their performance.
  • Administer leave management, attendance tracking, and payroll coordination with relevant departments.
  • Maintain precise, confidential HR systems, databases, employee records, and personnel files.
  • Manage employment contracts, including probation periods, renewals, amendments, and confirmations.
  • Administer employee benefits such as medical insurance and leave programs.
  • Ensure full compliance with Saudi Labor Law, company policies, and internal HR protocols.
  • Drive HR projects and continuous improvement initiatives.
  • Monitor Saudization (Nitaqat) requirements and support workforce planning and reporting.
  • Support performance management, employee engagement, and relations from an operational standpoint.
  • Handle disciplinary processes, investigations, and grievance management as per regulations and policies.
  • Lead government relations with relevant ministries, regulatory authorities, and external vendors.
  • Manage company presence on government platforms including Qiwa, Muqeem, GOSI, Mudad, Balady, Ryadhi, Absher Business, Ministry of Commerce, and others.
  • Coordinate visa processing, work permits, Iqama renewals, employee transfers, exit/re-entry and final exit procedures.
  • Ensure timely renewals of company licenses, registrations, certificates, and permits.
  • Oversee employee registrations, social insurance, labor compliance, and other government transactions.
  • Keep abreast of labor law amendments and advise management accordingly.
  • Maintain accurate government documentation and monitor visa and permit expiration.
  • Coordinate government inspections, audits, inquiries, and regulatory reviews relating to HR.
  • Ensure submission of statutory reports, filings, and compliance documentation on schedule.
  • Support expatriate employment-related immigration and residency documentation.
  • Ensure complete supervision of government-related HR transactions and adherence to compliance requirements.
  • Assist in managing employee grievances, disciplinary actions, internal investigations, and confidentiality matters.
  • Participate in internal and external HR audits and recommend HR policy and procedure enhancements.
  • Supervise, coach, and develop HR Operations team members; allocate workloads and appraise performance.
  • Establish and monitor departmental KPIs and maintain service quality standards.
  • Promote a workplace culture focused on customer service, accountability, compliance, and continuous improvement.

Qualifications & Experience

  • Bachelor's degree in Human Resources, Business Administration, or a related field is required.
  • Professional HR certifications such as SHRM-CP, PHR, CIPD, or equivalents are preferred.
  • Certification in Government Relations or related accreditation is advantageous.
  • At least 5 to 8 years of progressive experience in human resources.
  • A minimum of 2 to 3 years experience in a supervisory HR position.
  • Demonstrated expertise in HR operations, employee administration, payroll coordination, employee services, and labor law compliance.
  • Experience managing government relations and ensuring regulatory compliance in Saudi Arabia.
