Subcontracts Executive

Position Overview

The Subcontracts Executive is responsible for overseeing and enhancing subcontracting processes within the organization, ensuring compliance with quality assurance standards and operational procedures.

Key Responsibilities

• Strictly adhere to established Quality Assurance Procedures and Standard Operating Procedures (SOPs).
• Coordinate effectively with internal departments and subcontractors both on-site and off-site.
• Drive initiatives to refine and improve current processes, policies, and procedures related to subcontracting.
• Manage and maintain an updated roster of dependable subcontractors through implementation of screening, registration, revalidation, and post-project evaluation.
• Prepare and provide necessary information and requirements for subcontractors' tender submissions.
• Develop commercial terms, conduct bid analyses, and negotiate with subcontractors as required.
• Ensure thorough coordination of subcontracting activities aligned to specific project needs.
• Support project management with claims evaluation for original and variation work scopes, including comprehensive cost compilation and reporting.
• Conduct review of post-project evaluations before submission to the Sub-contract Committee.
• Collaborate with the Production Department to allocate subcontractors’ workloads fairly and proactively.
• Prepare management reports and presentations when requested.
• Review and process subcontractor applications and renewals related to foreign workers’ permits.
• Manage subcontractors under varying sponsorship classifications by assessing dependency ratios, project value adequacy, monitoring recruitment progress for foreign workers, and tracking employment activities of local workers.
• Conduct regular interviews, including remote or site-based sessions, to gather worker feedback.
• Review dormitory inspection findings and ensure compliance.
• Manage administrative documentation concerning work commencement and payment claims, including job cards and work orders.
• Issue commendations or warnings based on subcontractor performance and compliance levels.
• Handle administrative processes related to contractor delinking.
• Perform additional duties as delegated by supervisors.

Qualifications and Experience

• Diploma or Degree in Engineering or a related field.
• Minimum of one year’s experience in subcontracting, complemented by basic production and/or engineering knowledge.
• Proficient user of Microsoft Office, SAP, and iSRP systems.
• Excellent communication and interpersonal skills.
• Fundamental understanding of contract law, local regulations, subcontracting business practices, and systems.
• Up-to-date knowledge of corporate compliance, labor policies, procedures, and employment legislation.
• Awareness of current market labor rates and relevant service costs for construction operations.
• Basic knowledge of offshore and marine construction capabilities and production facilities.

Work Location and Hours

The role is based at Seatrium locations in Singapore, including Tuas Yard (Pioneer Sector 1, Singapore 628437) and Tuas Boulevard Yard (80 Tuas South Boulevard, Singapore 637051), with islandwide transport provided.

Working hours are Monday through Thursday from 8:00 AM to 5:15 PM, and Friday from 8:00 AM to 4:30 PM.
