Senior Project Manager

Role Overview

This contract role is for a senior project manager supporting DBHDS in Richmond, Virginia. The assignment centers on a large, high-risk revenue lifecycle replacement system initiative that requires close coordination across business, technology, and external partner teams.

What You’ll Do

• Guide the end-to-end planning and execution of a complex revenue lifecycle replacement system project.
• Coordinate the work of vendors, consultants, DBHDS IT staff, and business stakeholders.
• Track several parallel workstreams and oversee the output of team members.
• Handle core project management functions such as schedule control, budget monitoring, risk management, and vendor oversight.
• Create and present updates for senior leaders and other important stakeholders.
• Build productive relationships with executive leaders, business teams, sponsors, suppliers, vendors, and technology managers.
• Make sure the project follows DBHDS and VITA governance standards and project management practices.
• Work with vendors and internal technology leads/solution architects to bring best practices into project planning.
• Support consistent delivery across the full lifecycle, including procurement, staffing, scope control, risk management, schedule management, value realization, and transition to operations.
• Track vendor performance using defined measures and progress metrics.
• Resolve technical and non-technical issues and risks in a timely way.
• Lead requirements collection, scope definition, estimation, and planning for one or more workstreams.
• Use strong analytical, organizational, problem-solving, and decision-making skills throughout the project.
• Work with both Agile and Waterfall approaches as needed.
• Direct business and IT teams in documenting business and technical requirements.
• Manage cloud-hosted SaaS implementation projects.
• Oversee data modernization efforts and enterprise data warehouse initiatives.
• Handle complex procurement activity such as RFI, RFP, and RFQ processes, along with large financial management system projects.

Required Background

• Active PMP certification from PMI is mandatory.
• Experience leading complex, high-risk projects with multiple stakeholders and vendors is required.
• Ability to manage both Agile and Waterfall delivery methods is expected.
• Experience with cloud-based SaaS implementations, data modernization, and enterprise data warehouse work is preferred by the client.
• Prior work on Virginia state government projects and VITA High Category project management is preferred.
