Job description
Role Overview
We are seeking an experienced IT Procurement Officer for a contract role in Jackson, Mississippi. The position requires full-time, onsite presence at 3771 Eastwood Dr with shift hours from 8:30 AM to 3:00 PM totaling 40 hours per week. This opportunity is projected for a duration of approximately three years.
Job Responsibilities
- Manage contract administration for IT procurement activities, ensuring timely collaboration with both internal departments and external vendors.
- Lead project oversight and management tasks related to acquisitions.
- Acquire products, services, and technical personnel adhering strictly to applicable state laws and ITS procurement guidelines.
- Research, assess, and procure products and services based on organizational needs and desired solutions.
- Develop Request for Proposals (RFPs) and other solicitation documents following procurement protocols.
- Evaluate and score submitted bids, proposals, and quotes.
- Analyze data to select optimal goods and services that meet agency requirements.
- Work closely with Information Technology Services (ITS) to provide oversight and leadership across IT projects.
- Maintain effective communications with internal users and external vendors, including potential suppliers.
Candidate Requirements
- At least 10 years of experience capturing, documenting, and communicating business requirements and user stories.
- Proven expertise in defining business requirements, user stories, processes, and workflows over a decade.
- Extensive experience coordinating project teams and managing multiple work plans across projects.
- Background as a business analyst and/or project manager for ten or more years.
- Experience working within State Government for 10+ years.
- Demonstrated history of creating solicitation documents to procure IT software and related services.
Preferred Qualifications
Possession of a Certified Mississippi Purchasing Agent (CMPA) certification is a plus.
Additional Information
- This role requires a fingerprint screening as mandated by MDHS, a process which can be lengthy and take up to one month to complete.
- Candidates needing immediate start dates are discouraged due to the screening delay.
- Applicants currently employed with contracts ending soon are preferred.
- Candidates should delay resignation until after successfully passing fingerprint screening results.
- Compensation ranges from $55 to $60 per hour on a W2 basis.
