Job Overview

Based in Dukhan, Qatar, the Procurement Engineer position is accountable for overseeing all purchasing activities and deliverables at the Dukhan site. Reporting directly to the Dukhan Programme Manager and functionally to the Qatar Branch Office Procurement Officer, the role ensures timely procurement execution, develops sourcing strategies, and maintains clear communication with all involved stakeholders.

Key Responsibilities

  • Design and execute a customized procurement plan for Dukhan that complies with BAE Systems’ procurement governance.
  • Coordinate with Qatar Branch Office Procurement Officer and wider procurement teams to keep stakeholders informed of technical procurement activities.
  • Serve as the primary contact for on-base Facilities Service Requests (FSRs), managing daily contractual compliance.
  • Deliver monthly reports analyzing FSR performance and suggesting efficiency improvements and cost-saving opportunities.
  • Maintain proactive communication channels with all stakeholders to identify and manage current and future Dukhan requirements.
  • Build and leverage knowledge of local suppliers and markets to meet demands effectively.
  • Conduct tenders to select optimal suppliers and develop cost-saving approaches for high-value procurements.
  • Collaborate closely with requirement owners to ensure thorough understanding and engagement of suppliers.
  • Communicate lead times regularly to manage expectations of end-users.
  • Engage Dukhan department managers to align order book, commitments, and spending profiles.
  • Establish trust-based relationships with existing and potential Qatari suppliers across the program.
  • Keep Qatar Branch Office Procurement Officer updated on supplier activities and learned lessons to benefit the wider program.
  • Follow procurement procedures to generate and manage all documentation related to Dukhan orders.
  • Facilitate timely and accurate purchase order documentation completion with Dukhan stakeholders.
  • Ensure necessary procurement documents such as DMFs, purchase orders, payment plans, certificates of analysis, and invoices are prepared and agreed for Qatari suppliers.
  • Work in liaison with finance to ensure prompt processing and payment of supplier invoices.
  • Manage supplier visits to Dukhan, adhering strictly to the military airbase’s rules and regulations.
  • Implement repeatable turnkey procurement solutions.
  • Provide regular comprehensive reports on procurement activities to personnel across the UK, Qatar Branch Office, and Dukhan.
  • Collaborate with legal and export controls to guarantee the legality and compliance of all procurement activities.
  • Conduct thorough due diligence on new Qatari suppliers before engagement.
  • Attend supplier premises to enhance requirement understanding, including sample acquisition and feedback.

Candidate Profile

  • Qualification in MCIPs Level 5 or actively progressing towards it.
  • Minimum two years’ experience in a Procurement Engineer or related position.
  • Proven experience working in the Middle East region.
  • Sound understanding of procurement-related laws and regulations in both the UK and Qatar.
  • Outstanding communication skills, capable of influencing change and engaging a diverse group of stakeholders effectively.
  • Strong organizational skills with the ability to motivate teams and coordinate multiple priorities independently.
  • Demonstrated cultural sensitivity and diplomacy when interacting with suppliers and vendors.
  • Proficiency in problem-solving and managing complex issues while balancing end-user expectations.
  • Adaptability to rapidly changing circumstances and positive attitude towards change.
  • Competence with IT tools including spreadsheets, word processing, and databases.
  • Fluent English required (minimum IELTS 7.0 or CEFR C1 for non-native speakers).
  • Valid driving license from Qatar.

Additional Preferred Skills

  • Experience collaborating with military clients or operating within military environments.
  • Knowledge of languages common in Qatar, such as Hindi, Tagalog, Nepali, or Arabic.
