About the Organization

The Liberia National Tourism Authority (LNTA), created by legislation in 2025, functions as an independent public body charged with regulating, promoting, and developing the tourism sector in Liberia. It also aims to protect cultural heritage and foster the creative economy.

Role Overview

The Inspectorate Director leads LNTA’s inspection and enforcement functions to ensure compliance with legal, safety, and quality standards in Liberia's tourism industry. This includes overseeing inspections of hotels, restaurants, tour operators, cultural sites, and other relevant businesses to uphold sector standards and visitor safety.

Key Responsibilities

• Create and execute an annual inspection schedule for all major tourism-related facilities such as hotels, guesthouses, transport providers, tour guides, and museums, developing inspection criteria aligned with LNTA regulations.
• Perform regular on-site inspections to verify valid licenses, safety compliance, service quality, and adherence to environmental and cultural policies.
• Engage with local staff and management during inspections, gather evidence of non-compliance through documentation and photography, and prepare detailed inspection reports.
• Issue warnings, notices, or fines for regulatory breaches including unlicensed operations or safety violations, guiding corrective measures, and taking further legal action if needed.
• Collaborate with law enforcement and municipal authorities to support enforcement actions beyond LNTA’s direct authority and assist during legal proceedings.
• Maintain comprehensive records of inspections, enforcement actions, and outcomes to inform risk management and inspection prioritization.
• Lead and train a team of inspectors, providing ongoing education on tourism regulatory standards and inspection best practices.
• Work closely with the Registration & Licensing Director to verify licensing and with the Risk Compliance Director to address fraud or corruption uncovered during inspections.

Candidate Requirements

• Bachelor’s degree in Public Administration, Law Enforcement, Tourism Management, or a related discipline.
• A minimum of five years’ experience in inspection, compliance, or law enforcement roles; familiarity with tourism or hospitality sectors is advantageous.
• Strong understanding of tourism facility safety and quality standards, with superior investigative and report-writing capabilities.
• Excellent judgement, meticulous attention to detail, and the capacity to professionally manage conflict and disputed situations.
• Willingness to travel extensively across Liberia and work flexible schedules including weekends and public holidays as circumstances require.

Additional Details

• Reporting: Directly reports to the Director General of LNTA and coordinates with the Deputy Director General for Marketing & Promotions. Collaborates frequently with Licensing and Legal Affairs units.
• Performance Goals: Inspect at least 90% of licensed establishments annually, resolve 90% of violations within three months, ensure zero major safety incidents post-enforcement, limit repeated violations to under 5%, and submit reports and compliance summaries on schedule.
