Executive, Outreach (Blood Donor Programme)

Role overview

This is a 12-month part-time contract based in Singapore. The role supports the growth of the national blood donor base and volunteer community through outreach, engagement, and programme coordination. The appointee will work closely with the Blood Services Group and Singapore Red Cross to plan and deliver activities that promote blood donation, strengthen volunteer involvement, and support blood-donation initiatives across community and institutional partners.

Working arrangement

The position requires 8 hours of work per day, spread across 3 to 4 days each week. Saturday is a fixed working day, while Sunday may be required depending on operational needs. Some weekday evenings may also be needed from time to time.

Key responsibilities

• Partner with internal teams and external stakeholders to champion blood donation and related causes.
• Plan and carry out outreach efforts aimed at enlarging the donor base, with a strong focus on youth engagement, including roadshows, guided bloodbank visits, and blood donation talks.
• Design, coordinate, and implement engagement activities for target groups such as the public, students, and staff to build awareness.
• Approach community partners, especially schools and other educational institutions, to arrange talks and learning journeys to bloodbanks.
• Take ownership of end-to-end management for outreach programmes and campaigns.
• Work with partners and stakeholders on different blood donor engagement initiatives.
• Support the Head of Operations in shaping and rolling out outreach strategies.
• Coordinate with operations colleagues and key partner organisations, including educational, corporate, government, and community groups, to advance the National Blood Programme through outreach.
• Collaborate with the marketing team to create outreach materials such as collaterals, EDMs, and banners.
• Train volunteers on blood donor recruitment so they are prepared to contribute effectively during outreach events.
• Work with relevant stakeholders to encourage blood donation and organise group donation sessions at bloodbanks.
• Handle administrative work such as maintaining volunteer and blood-drive records, and updating SOPs and educational materials.
• Support planning for World Blood Donor Day 2026 and the National Blood Programme 80th Anniversary event.
• Prepare reports and submit timely updates to management.
• Perform other tasks as assigned.

Qualifications and experience

A diploma in any discipline is required. Prior voluntary or internship experience in a related setting will be an advantage. Candidates with exposure to project or event coordination, and those who understand the blood donation environment and donor behaviour in Singapore, will be especially well suited.

Skills and work style

The role calls for someone who can prioritise multiple tasks, stay organised, and work independently with minimal supervision. Strong communication, negotiation, and stakeholder engagement skills are important, along with confidence in working with people from varied backgrounds. The ideal candidate is self-driven, responsible, detail-oriented, customer-service minded, and comfortable managing volunteer teams with diverse interests and skill sets. Business-level Microsoft Office proficiency is expected.

Additional requirements

The successful candidate should be able to work from Tuesday to Saturday, with occasional Sunday duties and some weekday evening commitments when necessary. A proactive approach, sound judgement, and the ability to make decisions on the spot are important for this position.

The work contributes to public education, donor recruitment and retention, volunteer mobilisation, and the organisation of community blood drives and group donations to strengthen Singapore’s blood supply.
