Data Officer

Overview

Jhpiego, affiliated with Johns Hopkins University, is a global health non-profit supporting Lesotho's government since 2012 to enhance health systems and access to quality healthcare. Funded by the Global Fund, Jhpiego partners with the Ministry of Health to execute an HIV and TB response project throughout Lesotho's ten districts, focusing on improved prevention, care, and treatment services, and emphasizing early TB case detection to reduce spread. Additionally, Jhpiego runs the PrEP-eMTCT Project, integrating HIV preventive measures into maternal and child health to curb transmission during pregnancy, breastfeeding, and postpartum.

The organization seeks a Data Officer to facilitate program monitoring, data management, reporting, and performance optimization across health programs in Lesotho.

Responsibilities

• Develop and sustain an electronic REDCap database for project data.
• Ensure precise and punctual data collection at project sites following study protocols and standard operating procedures.
• Provide on-site troubleshooting and support for data collection teams, including managing devices used in data gathering.
• Assist in preparing and adapting data collection tools, ensuring accurate translations when needed.
• Gather and consolidate monthly data from health facilities, including retrospective data extending up to six months before the study start.
• Maintain data confidentiality and integrity according to ethical standards and study protocols.
• Produce routine data summaries to track changes in PrEP uptake during the project.
• Conduct in-depth interviews (IDIs) and focus group discussions (FGDs) as part of qualitative data collection.

Qualifications and Experience

• Bachelor’s degree in Public Health, Demography, Statistics, Economics, Sociology, or a related social science discipline.
• At least 5 to 6 years of professional experience in monitoring and evaluation, data management, and analysis within the health sector, especially in TB, HIV/AIDS, public health, research, or Global Fund-supported projects.
• Proven track record working with health facilities in Lesotho and supporting technical or program-related health interventions.
• Experience handling data collection, cleaning, validation, management, and analysis using electronic databases and health information systems such as DHIS2; familiarity with REDCap or comparable database platforms is advantageous.
• Background in implementing and supporting both qualitative and quantitative research, program assessments, and data-driven decision processes.
• Competence with statistical analysis software like SPSS, Stata, or other similar tools.

Skills and Abilities

• Strong skills in data analysis, management, and reporting.
• Excellent communication skills, both oral and written, in English and Sesotho.
• Ability to mentor and strengthen technical capabilities of project and health facility personnel.
• Exceptional organizational and time management skills with a knack for handling multiple deadlines efficiently.
• Self-driven, motivated, and able to work independently with minimal supervision.
• Strong professional ethics, integrity, and a respectful, non-judgmental attitude towards diverse populations.
• Willingness and availability to travel within Lesotho up to 40% to support program operations and ensure data quality.
