Job description
Overview
Management Solutions International (MSI) is looking for a seasoned Cost Controller to join their team in Doha, Qatar. This position will focus on managing project budgets, forecasting, cost monitoring, and financial reporting for construction projects. The candidate will work closely with various stakeholders including project managers, engineers, procurement, commercial, and finance personnel to ensure precise cost tracking and help in making well-informed commercial decisions.
Key Duties and Responsibilities
- Oversee project budgeting, track commitments, actual expenses, and forecasted costs.
- Compile cost analysis reports, cash flow forecasts, and budget vs. actual expenditure reviews on a regular basis.
- Assist in generating Estimate at Completion (EAC) and Cost to Complete (CTC) forecasts for projects.
- Identify variances in cost and collaborate with project teams to investigate and resolve these discrepancies.
- Maintain precise cost records in accordance with Cost Breakdown Structure (CBS) and Work Breakdown Structure (WBS) frameworks.
- Review purchase orders, subcontract commitments, invoices, and cost adjustments related to variations.
- Support monthly Work in Progress (WIP) reports and contribute to month-end financial closure activities.
- Keep project-related data updated in Microsoft Dynamics AX and/or Microsoft Dynamics 365 Finance & Operations.
- Provide assistance during project audits, internal control checks, and ensure compliance with financial regulations.
- Create management-level reports and dashboards utilizing Excel or Power BI tools.
- Recommend and support enhancements in cost control methodologies and reporting precision.
Performance Indicators
- Accuracy of budgets and forecasts.
- Timeliness in submitting project cost reports.
- Precision in Cost-to-Complete and Work in Progress data.
- Effectiveness in identifying and minimizing cost discrepancies.
- Integrity and completeness of ERP system data.
- Efficiency in month-end reporting procedures.
- Reliability of cash flow forecasts.
- Adherence to internal controls and audit standards.
Qualifications and Experience
- Possess a Bachelor’s degree in Civil Engineering, Construction Management, Finance, Accounting, Quantity Surveying, Economics, or a related field.
- Professional designations such as CPA, ACCA, CMA, CIMA, PMP, CCP, or MRICS are beneficial but not required.
- 5 to 8 years of overall experience in project cost control, preferably in the construction industry.
- Minimum of 2 to 3 years directly handling responsibilities in budgeting, forecasting, and cost reporting.
- Experience working on medium to large construction projects is preferred.
- Hands-on expertise with Microsoft Dynamics AX and/or Microsoft Dynamics 365 Finance & Operations is essential.
- Prior exposure to GCC construction projects is advantageous.
Technical Skills Required
- Strong knowledge of construction cost accounting and project finance management.
- Familiarity with Cost Breakdown Structure and Work Breakdown Structure.
- Proficiency in budgeting, forecasting methods, and variance analysis.
- Ability to produce Estimate at Completion and Cost to Complete reports.
- Understanding cash flow management and Work in Progress analysis.
- Experience in procurement processes and contract cost management.
- Advanced capabilities in Microsoft Excel.
- Expertise in Microsoft Dynamics AX and/or D365 Finance & Operations.
- Preferably some experience with Power BI.
- Strong analytical aptitude paired with effective communication skills.
Minimum education
Bachelor's Degree
