Role Overview and Responsibilities

• Provide support for Sparksoft's DSH Project by eliciting, understanding, and documenting health insurance marketplace requirements, including business processes and workflows.
• Analyze the Affordable Care Act (ACA) market landscape and trends to guide timely and precise product feature development.
• Collaborate with development teams to prepare functional specifications and offer subject matter expertise throughout system function builds and quality assurance testing.
• Lead within a Product Development team utilizing the Scaled Agile Framework (SAFe) processes.
• Coordinate closely with CMS, Business Development, Product Owners, Developers, Testers, and Production Support stakeholders through all stages of the software development lifecycle.
• Present existing and new functionalities to CMS stakeholders.
• Conduct market and competitor analyses to inform product requirements and contribute to the product roadmap.
• Deliver comprehensive functional specifications detailing workflow, business rules, interface designs, unresolved issues, data analyses, and mappings to teams and clients.
• Engage directly with federal agencies to document interface requirements and support integration testing activities.
• Maintain the Requirements Traceability Matrix and conduct gap analyses to assess alignment between applications and customer requirements, collaborating with Architects and Developers to evaluate project impacts.
• Work with Product Development, QA, and Production Support to verify and test functional changes.
• Develop in-depth functional knowledge of the federal marketplace data services hub to conduct collaborative service demonstrations.
• Collaborate with other development groups to align efforts with health insurance marketplace priorities and deliverables.
• Create training materials and product documentation.
• Manage multiple priorities efficiently with strong organizational and communication skills.
• Track project schedules and risks while supporting coordination across all involved parties using project management approaches.
• Perform additional project-related duties as assigned.

Experience and Qualifications

• At least 4 years of experience in healthcare environments.
• Minimum 3 years working in agile frameworks, particularly within healthcare.
• Proven expertise in managing product build teams and successfully delivering comparable projects.
• Capability to obtain and retain a Public Trust security clearance.
• Residency in the United States for at least 3 of the past 5 years.
• Preferred: Over 7 years in business analyst or product owner roles.

Education

• Bachelor's degree is required.
