General Overview
The Assistant City Manager plays a crucial executive and administrative role supporting the City Manager in overseeing municipal operations and services within Kings Mountain, NC. This position serves as a key advisor to the City Manager, managing coordination across municipal departments, implementing City Council directives and strategic initiatives, and assessing organizational effectiveness. The role demands substantial independent decision-making and leadership, operating under the City Manager's guidance and assessing outcomes based on organizational achievements.
Primary Duties and Responsibilities
- Support the City Manager in directing, managing, and coordinating city programs, services, and operations.
- Supervise designated departments to ensure efficient service delivery, compliance with laws and policies, and operational effectiveness.
- Engage in developing, executing, and tracking strategic plans, organizational objectives, and performance metrics.
- Participate in the preparation, administration, and oversight of the city’s annual operational and capital budgets.
- Conduct organizational studies, evaluations, and assessments to recommend improvements and enhancements in services and processes.
- Manage complex special projects, capital improvements, and cross-departmental initiatives.
- Prepare research, analyses, reports, presentations, ordinances, resolutions, policies, and recommendations for leadership bodies such as the City Manager, City Council, and advisory committees.
- Represent the City Manager at meetings, public gatherings, intergovernmental sessions, and community events.
- Address citizen inquiries, concerns, and sensitive issues requiring executive-level intervention.
- Assist in human resources functions including personnel management, organizational development, and workforce planning.
- Oversee emergency management responsibilities, continuity plans, and disaster response coordination.
- Foster and maintain productive relationships with elected officials, employees, residents, businesses, community groups, and government agencies.
- Perform additional duties as assigned in support of city operations.
Knowledge and Skills
- Strong understanding of public administration, local government management, and municipal operations.
- Expertise in municipal finance, budgeting, strategic planning, and performance evaluation.
- Familiarity with federal, state, and local regulations impacting municipal services.
- Analytical skills for addressing complex administrative and organizational challenges with effective solutions.
- Ability to exercise prudent judgment, maintain discretion, and lead in confidential or sensitive situations.
- Proficiency in managing multiple high-priority projects concurrently and adjusting to evolving priorities.
- Excellent interpersonal skills to establish and maintain effective relationships with diverse stakeholders.
- Strong verbal and written communication abilities, including recordkeeping and report preparation.
Educational and Experience Requirements
- A bachelor’s degree from an accredited institution in public administration, business administration, or a related discipline is required; a master’s degree is preferred.
- At least 8 to 10 years of progressively responsible experience in municipal government covering finance, operations, personnel, economic development, and administrative governance. Equivalent education and experience combinations that provide the required skills may be considered.
Supervisory Duties
Responsible for providing both direct and indirect supervision to specified departments.
Working Environment and Physical Requirements
- Primarily office-based work with controlled environmental conditions, occasionally requiring prolonged standing.
- Physical activities include climbing, stooping, kneeling, reaching, walking, talking, hearing, fingering, grasping, and repetitive motions.
- Must be capable of light physical exertion involving lifting or moving objects up to 20 pounds occasionally.
- Essential abilities include visual acuity for data analysis and computer operation, vocal communication, and auditory perception at normal speech levels.
Mandatory Conditions
- Must have legal authorization to work in the United States.
- Possession of a valid North Carolina Class C Driver’s License is required.
Compensation Range
The salary for this role ranges between $148,758 and $173,551 annually.
