Testing and Commissioning Engineer (Substation)

About the Role

Winstar Group is seeking a seasoned Substation Testing & Commissioning Engineer for current and future project needs. This position sits within the Project Management Division and reports to the Manager – Projects.

The role involves planning, carrying out, tracking, and managing substation testing and commissioning work to ensure all activities meet company quality standards and project specifications.

Experience

Candidates should bring 3–4 years of hands-on onsite experience in substation testing and commissioning.

Responsibilities

• Visit project sites to review scope and understand execution requirements.
• Prepare testing and commissioning schedules, method statements, and HSE documents.
• Carry out testing and commissioning of substation equipment according to approved procedures.
• Compile and submit test reports for approval by the client or consultant.
• Resolve issues and support troubleshooting during testing and commissioning work.
• Lead team members and oversee work execution at site.
• Liaise with clients, consultants, and subcontractors to coordinate progress.
• Prepare site visit records and progress updates.
• Plan, track, and monitor testing activities as per schedule.
• Manage and monitor test instruments, equipment, and tools.
• Keep the site orderly and maintain discipline during execution.

Technical Requirements

• Working knowledge of current transformers, voltage transformers, and CVTs.
• Experience with cable testing and related substation systems.
• Familiarity with switchgear such as ACB, VCB, GIS, AIS, isolators, earth switches, MCCB, and busbars.
• Understanding of power transformers and their testing needs.
• Ability to handle control and protection schemes, including CT/VT injection tests, trip logic, interlocks, synchronization, auto-reclose, stability, and sensitivity tests.

Education

A Diploma or Bachelor’s degree in Electrical & Electronics Engineering is required.

Additional Skills

• Solid understanding of power systems and electrical engineering concepts.
• Protection relay testing knowledge.
• Comfortable using and working with test equipment.
• Basic computer literacy.
