Job description

Role Overview and Responsibilities

  • Serve as the primary liaison for all cost management concerns on behalf of the Client or their Representative.
  • Supervise cost control services delivered by external Consultants, ensuring adherence to budgets and agreed procedures.
  • Identify and communicate any cost-related issues or risks not previously incorporated into estimates or reports.
  • Ensure that the Consultant(s) prepare precise budgets, cost plans, estimates, forecasts, and comparative reports.
  • Advise the Client regarding impacts of scope alterations on schedules and costs based on Consultant feedback.
  • Formulate and implement a cost strategy aimed at mitigating risks and reducing financial exposure throughout project execution.
  • Organize and lead regular cost review meetings, documenting clear minutes and tracking follow-up actions.
  • Manage responses to cost-related inquiries during the tendering process and contribute to the creation of tender addenda.
  • Assist the Client in both commercial and technical evaluations of tenders, prepare financial evaluation reports, and engage in clarification meetings.
  • Oversee contract administration tasks such as payment certification, variation assessments, and agreement of final accounts.
  • Facilitate amicable resolution of disputes among Client, Contractors, and Consultants to avoid litigation or arbitration.
  • Monitor expenditures and update budgets accordingly, providing routine cost reports including cash flow forecasts and cost-to-complete projections.
  • Conduct final account negotiations and achieve financial closure in compliance with contract terms.
  • Provide advice on cost risk management and budget performance, offering early warnings when necessary.

Qualifications and Experience

  • Bachelor’s degree in Quantity Surveying, Cost Engineering, or an allied field.
  • At least 10 years of experience in Cost Management roles.
  • Prior involvement in Cost Management consultancy environments is required.
  • Comprehensive experience in both pre-contract and post-contract cost management processes.
  • In-depth understanding of construction contract administration and tender procedures.
  • Demonstrated capability to manage and coordinate cost activities on large-scale projects.
  • Strong communication, reporting, and negotiation abilities.
  • Ability to collaborate effectively with multidisciplinary teams and various stakeholders.
  • Preferred membership in professional institutions such as RICS, SEC, or AIQS.
  • Proficiency in Microsoft Office suite and cost management software tools.
