Role Overview
KBR is engaged in delivering Project Management Services across Engineering, Procurement, Construction, and Commissioning phases for Sonangol’s Lobito Refinery Project in Angola. The Procurement function is handled by the Owner’s EPC Contractor through resource centers in China and Angola. This position serves as KBR’s procurement representative collaborating closely with both the Houston home office and China-based project management team, requiring fluency in Chinese and English. The role involves onsite mobilization in China.
Key Responsibilities
- Design, establish, and manage the inspection process to meet objectives related to health, safety, environmental standards, quality, costs, scheduling, and ethical business conduct.
- Ensure principles of Quality Management are recognized and applied throughout procurement activities.
- Support the Project Lead Inspector in organizing and overseeing inspection and quality control teams.
- Oversee inspection functions actively and provide necessary support.
- Promote effective communication and coordination within inspection teams and with other project disciplines.
- Build and maintain positive relationships with clients, suppliers, subcontractors, and independent inspection agencies.
- Participate in maintaining Supplier Fact Sheets and coordinate with HSE teams on safety procedures and incident reporting for supplier site visits.
- Contribute to establishing and reviewing performance standards for suppliers, systems, and workflows.
- Assist in evaluating field agencies and their personnel performances.
- Advise on inspection strategies and expediting methods during proposal stages and help define inspection-related costs.
- Conduct shop surveys and aid in supplier evaluation and approval.
- Support the development and upkeep of project and corporate Quality Management Systems.
- Apply expertise in Inspection, Expediting, and Quality Assurance within an EPC project setting.
- Analyze and resolve technical inspection issues in collaboration with other technical teams, proposing measures to avoid recurrence.
Work Location Details
The integrated project teams will be based at the Owner’s EPC Contractor’s primary resource center in Tianjin, China, during the Engineering and Procurement phases, in addition to planning for construction and commissioning.
Candidate Qualifications
- Hands-on experience with national and international manufacturing codes and standards including ASME, ASTM, and API relevant to the industry.
- Familiarity with HSE considerations pertinent to the sector.
- Demonstrated ability to uphold and promote project and corporate HSE and quality standards.
- Capability to coordinate assigned inspection staff effectively and meet project-specific responsibilities.
- Proven skills in fostering productive working relationships with multidisciplinary project teams.
- Competency in mentoring and developing inspection team members for mutual organizational and individual benefit.
- Skill in balancing sometimes competing interests of company stakeholders, clients, and suppliers satisfactorily.
- Willingness and ability to travel as required.
- Proficient in written and spoken English.
Preferred Skills
- Fluency in Mandarin Chinese.
