About Parsons and Role Overview

We are currently seeking a skilled Permitting Engineer in Qatar who will be pivotal in managing all technical submissions and approvals with authorities for infrastructure, buildings, and public realm projects. This role is essential for ensuring compliance with local codes and regulations to support timely project completion and avoid delays.
Key Responsibilities
- Oversee preparation, submission, and follow-up of permits, no-objection certificates (NOCs), and required approvals with municipal, environmental, utilities, and traffic stakeholders.
- Assess and verify that design drawings and technical documents satisfy authority regulations before submission.
- Compile comprehensive permitting packages including applications, drawings, reports, and calculations.
- Maintain tracking systems for permit statuses, regularly updating project managers and senior leadership.
- Collaborate with design teams to address feedback from authorities, facilitating design updates and resubmissions.
- Engage in meetings with clients, authorities, and stakeholders to resolve technical queries and expedite approvals.
- Coordinate with contractors to secure necessary construction-related permits, such as road openings and utility connections.
- Monitor permitting schedules to identify and manage approval-related risks or delays.
- Interpret relevant regulatory standards and communicate guidelines to project teams.
- Contribute to enhancing internal permitting procedures, forms, and workflows.
- Create technical correspondence, meeting minutes, and reports pertinent to permitting activities.
- Ensure adherence to health, safety, environmental, and quality standards in all permitting processes.
Essential Qualifications and Experience
- Engineering or construction degree or equivalent educational background.
- Minimum of 10 years’ expertise in environmental design and construction across large infrastructure, utilities, and landscaping projects.
- At least 5 years' professional experience in Qatar or the GCC region, including project management, control, and supervision.
- Comprehensive knowledge of international environmental standards and municipal permitting systems.
- Familiarity with safety management protocols and the ability to coordinate multi-stakeholder permit applications effectively.
- Expertise interacting with local authorities for design and construction approvals.
- Skilled in interpreting engineering drawings, technical specifications, and construction codes.
- Strong organizational aptitude to handle multiple concurrent permitting processes and deadlines.
- Proficient with Microsoft Office, document control platforms, and basic CAD viewers.
- Excellent command of English for technical documentation and communications.
- Certification from the Ministry of Municipality and Environment (MME) is mandatory.
Preferred Skills and Attributes
- Established relationships or deep knowledge of Middle East and Gulf region authorities and approval protocols.
- Familiarity with Qatar Construction Specifications (QCS) or related regional standards.
- Experience with large-scale infrastructure or urban development projects.
- Strong negotiation and stakeholder management capabilities to drive approvals.
- Ability to coordinate seamlessly with cross-disciplinary teams in design, construction, and client management.
- Meticulous attention to detail combined with a proactive mindset to anticipate and address permitting challenges early in projects.
