Job description
Job Overview
The OD & Workforce Specialist will be responsible for managing all organizational development initiatives including reviewing and updating organizational structures, job descriptions, and competency frameworks. This role ensures appropriate allocation of human resources by forecasting current and future manpower needs aligned with Qatar Fabrication Company’s strategic objectives.
Primary Duties
- Execute organizational development programs in close collaboration with various divisions across the company.
- Advise leadership on organizational change and development strategies, benchmarking against top oil and gas shipping firms.
- Create, revise, and maintain accurate job descriptions using methods such as interviews, questionnaires, and job analyses.
- Develop and update behavioral and technical competency models with relevant proficiency levels in consultation with stakeholders.
- Coordinate with multiple departments to ensure the competency framework remains current and effective.
- Work alongside Learning and Development teams to integrate competencies into performance management systems.
- Engage with divisions to deeply understand and plan workforce requirements supporting business goals.
- Provide management with data-driven advice for workforce planning and adjustments, guided by industry benchmarks.
- Offer guidance and tailor solutions for manpower planning challenges across departments.
- Evaluate and manage requests for manpower plan changes, gathering necessary validation for senior approvals.
- Collaborate with Finance to develop manpower budgeting and submit for executive endorsement ensuring HR policy compliance.
Additional Responsibilities
- Comply strictly with Safety, Health, Environment, and Quality (SHEQ) policies, fostering a safe, secure, and sustainable workplace.
- Promote health and wellness initiatives and maintain safe environments by adhering to protocols.
- Implement departmental policies, systems, and procedures conscientiously.
- Maintain comprehensive documentation and records related to workforce and organizational development activities.
- Coordinate with Employee Relations and Recruitment teams to support manpower plans and Qatarization targets.
- Continuously improve workforce planning processes to reflect evolving organizational needs and stay up-to-date with industry best practices and trends.
Qualifications and Experience
- Bachelor’s degree in business administration, human resources, or related fields.
- Preferred certifications include CIPD, PHR, SPHR, CIR, or ACIR from recognized institutions.
- 5 to 7 years of relevant experience, including 3 to 5 years in a comparable role.
- Experience within the Oil & Gas sector and familiarity with the regional market is advantageous.
Required Skills
- Strong understanding of organizational development concepts and best practices.
- Proficiency in HRM-ERP systems, preferably SAP.
- Competency in Microsoft Office applications.
- Analytical skills with knowledge of statistical and data visualization software such as Excel, Tableau, Python, or R.
- Project management capabilities to lead workforce planning initiatives effectively.
- Strategic mindset with problem-solving skills, aligning workforce strategies with business objectives.
