Role Overview

The R&D Talent Identification Manager is responsible for planning, implementing, and reviewing talent identification projects such as competitions and festivals under the TAT program. This position ensures that these initiatives align with ATRC's vision, promote innovation, and strengthen partnerships with education and government stakeholders.

Core Responsibilities

  • Lead end-to-end management of talent competitions and festivals from concept development to execution and evaluation.
  • Establish competition frameworks including rules, timelines, and objectives, prioritizing technical quality and impactful learning experiences.
  • Align initiatives with the strategic goals of the TAT program and ATRC.
  • Develop detailed project plans covering budgets, resources, and risk assessment.
  • Obtain necessary approvals for launching or improving initiatives.
  • Manage procurement by preparing RFPs, assessing proposals, selecting vendors, and handling contracts to ensure quality and compliance.
  • Forge and maintain robust relationships with key stakeholders such as ADEK, ACTVET, MOE, and MOHRE.
  • Encourage and support engagement from schools and students through effective communication.
  • Represent ATRC and TAT in relevant external meetings and forums.
  • Monitor initiative delivery ensuring adherence to quality and compliance standards, while resolving operational issues promptly.
  • Collaborate with Events and Marketing teams to plan events and execute promotional campaigns aligned with brand identity and program vision.
  • Oversee data collection and impact measurement processes, analyze outcomes, and prepare comprehensive reports for continuous improvement.
  • Support broader TAT goals and participate in cross-functional projects as assigned.
  • Promote a culture of innovation, collaboration, excellence, and accountability within the team.

Required Qualifications & Experience

  • Bachelor’s degree in Human Resources, Education, STEM fields, Business Administration, or related disciplines; Master’s degree preferred.
  • Certifications in talent management, career coaching, project management (PMP), or HR are beneficial.
  • 7 to 10 years of experience in talent development, managing R&D programs or education-related initiatives.
  • Successful management of large-scale competitions or talent identification projects.
  • Extensive experience engaging with education and government stakeholders.
  • Proven skills in procurement, contract management, and supplier oversight.
  • Advanced project management capabilities; PMP or equivalent certification desirable.
  • Strong abilities in data analysis, reporting, and presenting findings.
  • Fluency in English is mandatory; Arabic proficiency is advantageous.
