About the Role
Buro Happold Engineer India Private Limited invites applications for the position of Local Content Manager based in Riyadh, Saudi Arabia. This role focuses on shaping and leading the local content strategy to ensure compliance and foster growth within complex projects in Saudi Arabia. You will contribute to a vibrant workplace culture that emphasizes sustainability, equity, and social impact while driving significant business outcomes.
Key Responsibilities
- Manage and lead the annual local content certification and audit procedures for the Saudi entity.
- Ensure adherence to Saudi local content regulations and requirements across projects and business operations.
- Maintain and improve policies, controls, and reporting frameworks to uphold compliance and audit readiness.
- Monitor regulatory changes and evaluate their effects on the company’s operating models, projects, and growth plans.
- Prepare detailed reports, risk assessments, and performance updates for senior leadership and governance committees.
- Serve as the local content subject matter expert for Saudi Arabia-related opportunities worldwide.
- Assist bid teams in evaluating local content requirements, contracts, and associated risks.
- Calculate and verify project-specific local content targets following LCGPA methodologies.
- Develop simulations and scenario analyses to inform bid strategies, project delivery methods, and contracting decisions.
- Collaborate with leadership and commercial units to incorporate local content stipulations into project execution plans.
- Support the preparation of certificates, bid submissions, and client reporting related to local content compliance.
- Assist project teams in setting practical and compliant local content targets while monitoring performance throughout project timelines.
- Analyze cost data, forecasts, and estimates to identify trends and risks, recommending mitigation plans as necessary.
- Support project audits, reporting, compliance reviews, and escalate significant risks through proper governance channels.
- Work in partnership with Finance, Legal, Commercial, Procurement, and Operations teams to enhance local content performance business-wide.
- Create and deliver practical guidelines, tools, templates, dashboards, and training sessions to promote a culture of compliance and continuous improvement.
Candidate Profile and Experience
- A degree in Finance, Business, Economics, Engineering, or related field.
- Proven experience with Saudi Arabian local content schemes such as IKTVA or similar localization frameworks like ICV.
- Excellent financial, commercial, and analytical capabilities, including proficiency in advanced Excel functions for modeling, forecasting, and scenario analysis.
- Experience interpreting complex regulatory requirements to develop workable business solutions.
- Strong stakeholder management and communication skills.
- Familiarity with project-based environments in engineering, infrastructure, construction, or professional services is advantageous.
- Experience supporting audits, certification processes, and regulatory compliance is a plus.
