Role Overview
The Facility Officer position involves leading and managing the hard services maintenance team within a faith-based organization in Accra. This role requires supervising technical staff, coordinating maintenance activities, and ensuring compliance with safety and regulatory standards to support uninterrupted facility operations.
Key Responsibilities
- Direct supervision of the resident plumber, electrician, and AC technician by assigning daily tasks and providing guidance and oversight.
- Conduct regular team meetings to synchronize maintenance work, set priorities, and resolve operational challenges.
- Monitor workforce attendance, job performance, and conduct; escalate performance issues to the Facility Manager.
- Oversee and coordinate outsourced vendor services to align with contractual scopes, deadlines, and quality standards.
- Create and manage a detailed preventive maintenance schedule for all hard building services, ensuring timely servicing according to manufacturer guidelines and best practices.
- Maintain tracking tools for preventive maintenance, reporting progress and outstanding tasks to leadership.
- Identify repetitive faults and implement root-cause solutions to minimize reactive maintenance requirements.
- Act as the primary contact for emergency and reactive maintenance issues, promptly assessing and responding to reduce disruption to facility functions.
- Coordinate emergency repairs including mobilizing vendors when in-house resources are insufficient.
- Keep detailed logs of reactive maintenance requests covering response times and resolution details.
- Conduct frequent technical inspections of electrical, plumbing, HVAC systems, and related equipment to ensure operational integrity.
- Maintain an accurate register of hard services assets documenting installation, service history, warranties, and replacement plans.
- Identify aging or failing assets and recommend capital improvements or replacements.
- Ensure compliance with all electrical, plumbing, gas, and safety regulations during maintenance operations.
- Implement permit-to-work procedures for high-risk tasks like electrical isolation, height work, and hot works.
- Verify that all technical personnel hold valid certifications pertinent to their trade.
- Manage statutory inspection documentation, including electrical condition reports, PAT testing, and water hygiene logs.
- Support budgeting and procurement by assisting with cost estimates and requisitions for materials and contractor services.
- Contribute technical input to capital and refurbishment projects involving hard services.
Qualifications and Experience
- Educational background including a diploma or bachelor's degree in Electrical Engineering, Mechanical Engineering, Building Services Engineering, Facilities Management, or related field.
- Trade certifications in electrical installation, plumbing, or HVAC are highly advantageous.
- Between four to five years of experience in facilities hard services management or building maintenance.
- Minimum two years’ supervisory experience over maintenance technicians or tradespeople.
- Practical experience with electrical, plumbing, and HVAC systems in commercial or institutional settings.
- Proven management of outsourced technical contractors and service agreements.
- Technical expertise with electrical systems, plumbing, HVAC, and general building maintenance.
- Strong skills in preventing maintenance scheduling and management.
- Ability to interpret technical diagrams, equipment manuals, and schematics effectively.
- Sound understanding of health and safety regulations and risk control measures.
- Competence in Microsoft Office suite for documentation and reporting.
